When examining military and intelligence facilities, it's crucial to recognize their highly compartmentalized nature. These facilities, such as those operated by the NSA, NRO, CIA, and the Pentagon, typically host a mix of operations. They conduct conventional activities alongside sanctioned black projects, which are legal and disclosed to high-level authorities including the President, National Security Council, and designated members of Congress known as the Gang of Eight.
However, these bases also harbor illegal black projects, hidden deeply within their structures. Despite the legality and transparency of most operations, where 99% of personnel and activities are straightforward and above board, the clandestine nature of illegal projects presents significant challenges.
These unauthorized projects often serve as the core sites for Unidentified Aerial Phenomena (UAP) research, development, and retrieval operations.
How these operations are structured and shielded by the more visible and legal activities can be better understood by reading the Cox Memo, which outlines the evolution of these covert operations. (See it under "Top Priority Documents" in the "UFO related secret facilities " section.
Another document in this section is a critical piece of evidence dating back to 1991 from the NRO, was originally classified but became publicly known after being removed from a secure setting at Nellis Air Force Base, also known as Area 51.
This leak occurred when individuals interested in UFO activities used high-powered scopes and cameras to observe and document the base's activities over extended periods.
A security alert issued by the NRO Central Security Services contained a three-page document outlining various highly classified operations. This document listed several specific operations and their code names, including Royal Ops, Cosmic Ops, Magi Ops (Majority Joint Intelligence Ops) as well as named divisions and commanders.
There are identified Military Operating Centers (MOCs) with code-names like Dark East, Dark South, Sally Carter, Groom Lake (also known as Dreamland), Groundstar, Blackjack, Roulette, Aquatec, and Seaspray. Each of these code names represents distinct classified activities.
This is the document that was couriered to Admiral Wilson, which subsequently enabled Wilson to make connections with certain offices, though he was eventually turned away.
Since the projects mentioned in the document are illegal, there is no obligation to keep them secret. Normally classified documents related to legal and sanctioned programs must remain confidential unless declassified, but illegal projects do not fall under this protection.
