Following a career of thirty-six years with the Canadian Government, Bernard Charland retired in October 2015 and founded Export Controls Solutions (Canada) Inc. Bernard spent the first twenty years with the Canada Border Services Agency (CBSA) holding various positions ranging from Customs Border Officer and Manager of the CBSA National Counter Proliferation Program. The last sixteen years were with the Department of Global Affairs as the Senior Export Controls Officer responsible for sensitive cases of strategic export controls.
Bernard has extensive work experience in licensing procedures, national and international control lists, licensing operations, program management, customs enforcement/intelligence operations, national and international training, international controls negotiations and national export controls program reviews and evaluations. For more than 25 years, Bernard represented Canada at the several international export controls regimes in a licensing and enforcement expert capacity
