FACT SHEET: Biden-⁠Harris Administration Takes Action to Create More Affordable Housing by Converting Commercial Properties to Residential Use


New resources will encourage zero emissions conversions and transit-oriented development that increase housing supply and cut climate pollution


Today, the Biden-Harris Administration is announcing new actions to support the conversion of high-vacancy commercial buildings to residential use, including through new financing, technical assistance, and sale of federal properties. These announcements will create much-needed housing that is affordable, energy efficient, near transit and good jobs, and reduce greenhouse gas emissions, nearly 30 percent of which comes from the building sector.


Office and commercial vacancies across the country are affecting urban downtowns and rural main streets. A new blog released today by the Council of Economic Advisers finds that office vacancies have reached a 30-year high from coast-to-coast, placing a strain on commercial real estate and local economies. At the same time, the country has struggled for decades with a shortage of affordable housing units, which is driving up rental costs, and communities are seeking new ways to cut emissions, especially from existing buildings and transportation.


The actions announced today build upon the initiatives in the White House Housing Supply Action Plan, which is lowering housing costs, boosting housing supply, and promoting fair housing, and the Administration’s actions to lower energy costs and tackle the climate crisis. Austin City Council strikes some parking requirements in effort to increase housing density


In an effort to promote more housing density, the Austin City Council voted Thursday to eliminate the minimum number of off-street motor vehicle parking spaces currently required by the city, except for accessible spaces.


By passing an ordinance to amend the city's land development code removing the minimum parking requirements, developers have more room to build housing units, a city affordability impact statement asserts.


"Eliminating parking minimums will reduce these costs and give developers greater flexibility in choosing building typologies," the statement says, noting that an analysis from the Austin Strategic Housing Blueprint estimates that requiring one additional parking space per unit increases rent by up to $200 per month.


The ordinance is one of many amendments to the land development code — which dictates what can be built and where, and how big it can be — that the city is attempting to implement.


The ordinance passed in an 8-2 vote with Council Members Alison Alter and Mackenzie Kelly voting against.

Election Day is this Tuesday, November 7.

 

Proposition A: Roadway Capacity and Active Transportation 

regarding adding lanes, drainage, sidewalks, bike lanes, and shared-use paths. Also paves Pyramid and O’Reilly roads in Apache Shores. 

 

Proposition B: Parks and Open Space 

regarding acquisition of parkland. In Western Travis County, park funds will be used to acquire land or interest in parkland, to complete sports fields at Bee Creek Sports Complex near Lakeway, and to construct a community building at Arkansas Bend State Park in Lago Vista.

The framework for a successful maintenance apprenticeship program


We’re excited to launch a new tool kit on how to build your own maintenance apprenticeship program. As defined, an Apprenticeship is a system for training a new generation of practitioners of a trade or profession with on-the-job training with or without some accompanying study. We’re using the term Apprentice generically as this could be used for onboarding, interns or for new hires needing more skills.
