U.S. Access Board's Senior Accessibility Specialist

and Training Coordinator

Bill Botten Retires

Bill Botten retired from the U.S. Access Board last December, and DCAB would like to thank him for his support over the past 15 years. Bill spoke at DCAB's first Disability Access Conference in 2007, and seminars on outdoor developed areas and recreation facilities.


A U.S. Access Board employee for 22 years, Bill contributed in many ways to the mission and vision of the agency, from co-developing the combined guidelines for the Americans with Disabilities Act (ADA) and the Architectural Barriers Act (ABA) Accessibility Guidelines to leading the publication of accessibility guidelines for federal outdoor developed areas to providing technical assistance on accessible design. In 2018, he was named Training Coordinator and Technical Assistance Coordinator.


Bill, an Exercise Physiology graduate from the University of Kansas, joined the U.S. Access Board in May of 2000. He was always an advocate for accessibility and inclusion of people with disabilities, especially in recreational and outdoor environments. He helped advance accessibility in these unique facilities and other built environments through his hundreds of trainings and presentations to local, state, and national audiences. 


The U.S. Access Board commends Bill for his years of dedicated federal service and for his long time commitment to equality and accessibility for people with disabilities.

Ensuring the protection of the government workforce and public is essential for continued operation and service to the public.

  • No weapons or explosives are permitted on property (HAR Chapter 3-111).


Entry to the building may require:

  • Photo identification


For your protection:

  • Face coverings are recommended while in the building. Thank you for wearing face masks.
  • Be respectful to other's concerns for social distancing while in the building.


If you have a cold, runny nose, sore throat, muscle aches or fever, please do not enter the facility. Contact a medical facility or your physician.

~ UPDATED OFFICE PROTOCOLS ~

To ensure everyone is healthy and safe, we will continue to adhere to the visitor protocols currently in place. If you plan to visit the office, please observe the following protocols:


  • Masks are encouraged upon entry into the Kamamalu Building.
  • Appointments are encouraged.
  • Sign in with security in the lobby before entering our office.
  • For walk in assistance, sign in on DCAB's visitor log sheet.
  • Be seated in the waiting area located in the lobby for further assistance.
  • Social distancing of 6 feet between one another.
  • Visitor Protocols are subject to change as we monitor the COVID-19 pandemic.
