FEMA Issues Exemptions from April 10th PPE Export Rule

Document to be published in the Federal Register on Tuesday
Good morning,

On Friday, we reported that  CBP and the Federal Emergency Management Agency (FEMA) were expected to issue formal guida nce on the recently announced April 10th temporary final rule (TFR) on personal protective equipment.  The TFR imposed regulations restricting certain scarce or threatened materials for domestic use, so that these materials may not be exported from the United States without
explicit approval from FEMA

On Tuesday, April 21st, FEMA will publish
this document in the Federal Register containing exemptions from the April 10th TFR.A.

Please notice that to obtain five of the exemptions, FEMA will require a letter of attestation to be submitted to FEMA via CBP's Document Imaging System (DIS) and placed on file with CBP, certifying to FEMA the purpose of the shipment of covered materials.

Our understanding is that a template for letters of attestation will be posted Monday on the FEMA National Business Emergency Operations Center (NBEOC) website.

Many Airforwarders Association members are handling shipments of Personal Protection Equipment and are urged to review this information as soon as possible.
