Meet FFTA's 2025 Dr. Laura Boyd Champion for Children & Families Award Winner, Gaile Osborne. Join us in celebrating her accomplishments at our Public Policy Institute this May! 

The Foster Family Alliance (FFA), under Gaile Osborne’s leadership, has played a transformative role for foster families across North Carolina. She was instrumental in shaping the Child and Family Specialty Plan Medicaid carve-out for child welfare involving children in North Carolina. Her work directly influenced coverage policies, ensuring the strongest support for foster, adoptive, and kinship families. As the face of the Foster Family Alliance (FFA), she is frequently sought out as a key player in systemic solutions.


Her influence extends beyond policy as she is actively forging governmental partnerships, recognizing that by strengthening support for foster, adoptive, and kinship families, we can reduce reliance on congregate care and place more children in loving homes.


In September of 2024, in the midst of the devastation brought by Hurricane Helene, Gaile went above and beyond. She mobilized FFA leaders through social media and had them assist in locating families displaced by Helene. Local Departments of Social Services (DSS) needed help to account for all foster children and FFA was asked to participate in that effort. It took eight days to locate the children who, thankfully, were all safe. Through strategic use of live streams, virtual meetings, and real-time updates, she ensured effective coordination in a crisis.

Gaile Osborne and her husband have adopted 5 children from foster care and are currently fostering a medically fragile child. They have fostered over 30 children in the past 15 years. Gaile's passion is helping other families focus on resilience, creating changes through championing solutions to systemic challenges and coaching parents and school systems when supporting children with trauma. 


Her desire to get help for her children—adopted from significant trauma backgrounds—led her to a full-time career as a champion for children with disabilities for 8 years. Prior to her current role, Osborne spent 18 years as a special education teacher in North Carolina.
