FNA Member Update

FNA has released its 2026 Policy Agenda. Each year, FNA's Board sets a policy agenda of the advocacy priorities most relevant to the elevation and protection of the sector. Throughout the year, FNA monitors government activity and will add to this agenda as appropriate as a response to issues we could not have anticipated.


Our current policy priorities are to support and advance the rights of nonprofits and to support and advance nonprofit civic engagement.

Florida Legislative Session Began on Tuesday

(In case you missed it in the newsletter...)

The Florida Legislature gaveled in on Tuesday to begin the 2026 Legislative Session, which will last until March 13th (unless the Legislature has not passed a balanced state budget by that point, which would extend Session). Both chambers hed floor sessions to officially start the 2026 regular Session, then a Joint Session where Governor DeSantis addressed the Legislature and gave his final State of the State address. Legislators will continue to meet in committees but can now also begin voting on bills in their respective Chambers. 


At this point, more than 1,770 bills have been filed, not including proposed committee bills and the budget and associated bills, which are allowed to be filed later.

Reversal of Termination of Federal Mental Health Grants

On Tuesday night, 3,000 active grants to nonprofit organizations and local and state governments, totalling about $2 billion, were immediately cancelled via termination letters from the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA). This was a complete surprise to all the grant recipients, including state elected officials in Florida.


On Thursday, the terminations were reversed, and affected grantees received letters from SAMHSA stating that their grants remained active under their original terms and conditions and that prior termination notices could be disregarded.




Federal Funding Update

Congress is continuing to make progress on the spending bills it needs to pass by January 30, but the congressional calendar is adding some challenges. The Senate is out of session next week, and the House is out of session the last week of the month. This gives Congress a narrow path to enact all the spending bills necessary before the current Continuing Resolution (CR) expres on January 30th. If there are not spending bills or another CR in place by then, the federal government could experience a full or partial shutdown.


There are four remaining spending bills that need to be agreed upon - Defense; Transportation-HUD; Labor-HHS-Education; and Homeland Security. The House Appropriations Committee is expected to release legislative text this weekend for the first three bills listed above. This would allow the House to vote next week and have the bills ready for the Senate the last week of the month.


Homeland Security funding is a big open question currently. Some members of Congress are pushing for reforms to U.S. Immigration and Customs Enforcement (ICE) in the funding bill, and it is unclear whether congressional leaders can reach a bipartisan deal. If they cannot, they may try to enact a CR for Homeland Security funding.



Public Funds Hearing and Legislation

Next Wednesday, the House Judiciary Subcommittee on Crime and Federal Government Surveillance will hold a hearing on "When Public Funds Are Abused: Addressing Fraud and the Theft of Taxpayer Dollars." The hearing will focus on how "fraud schemes have exploited multiple federally funded programs in Minnesota and wasted billions in American taxpayer dollars" and "the need for enhanced investigation, enforcement, and prosecution to ensure offenders are held accountable." In addition, the Senate DOGE Caucus, led by Senator Ernst (R-IA), is meeting today to put together a legislative package to target fraud in federal programs.
