Yucca Valley Town Council Votes to Impose Stricter Short Term Vacation Rental Regulations


On February 15, the Yucca Valley Town Council voted to update ordinances related to short-term vacation rentals (STVRs) to enact stricter regulations and disciplinary measures. The decision to update the Town’s code comes after months of community input and discussion through public hearings hosted by the Town’s Planning Commission.


The updated code limits the amount of the Town’s housing to be used as STVRs to ten percent. Guests will be limited to eight per house, with the exception of a Land Use Compliance Review permit for homes with four or more bedrooms. Further, the number of vehicles and guests allowed per STVR aligns with the home’s size. 


All new STVRs will require a Noise Aware monitoring device and the homeowner or agent responsible for the home must be available to respond to reasonable complaints against the rental within 15 minutes by phone or 30 minutes in person. In addition, outdoor lighting must also be fully shielded below a horizontal plane to prevent light leak onto adjacent properties. 


The Town Council updated disciplinary measures including increased fines against problematic rentals, which range between $1500 to $5000. The Town retains the ability to revoke permits if necessary. 


The permitting process, standards and regulations related to STVRs are intended to protect public health, welfare, safety and tranquility of Yucca Valley neighborhoods.


Yucca Valley Town Council also moved the section of code governing STVRs out of the development code and into the general municipal code in order to more easily update these regulations as needed. 


As part of the discussion, Mayor Jim Schooler stated, “The Town Council is very grateful for the time and effort of the community and Planning Commission in working through this important issue. We know that there will likely be future modifications to the regulations, but this update is a great step in listening and balancing the needs of both residents and homeowners in Yucca Valley.”
