ORR Program Updates

  • ORR Hiring Freeze (original email sent on June 26th) - As of June 25, 2020, please cease all hiring efforts for all positions supporting the ORR Unaccompanied Children’s Program. The only exception will be for those positions that are needed to meet ratio for current UAC in care and to back-fill certain critical positions. In regard to the HS/PRS program, critical positions include lead staff positions. They also mentioned that if conditional offers were made, programs can move forward with their decision, if it will assist with meeting their current case capacity, i.e. ORR expects case managers to have a minimum of 25 post release cases. We were also informed that if there was an internal promotion or restructuring, that it should not be an issue as long as the position is in the current approved budget.
  • PRS without Fingerprints (original email sent on May 22nd)

USCCB Program Updates/Reminders

  • Please note that USCCB has a newly assigned ORR Project Officer (PO), Michelle Sheedy. Michelle replaced Gail Houppert and should be copied on any NOC involving death of a UC, trafficking concerns, and/or medical attention. Michelle's email address is michelle.sheedy@acf.hhs.gov.
  • Notice of Concerns (NOC) - Please note that NOCs should now be submitted to ORR within 72 hours/3 business days. This additional time allows programs to follow up with the necessary reports to police, CPS, OTIP, hospitals, NCMEC, etc. and therefore reduce the need for NOC addendums. However, please continue to notify your CSS of the NOC as soon as possible (within 24 hours/1 business day) after learning of the incident. Begin using this updated NOC form to reflect the extended time frame.
  • Virtual Home Study Guidance (originally sent on June 16th)
  • Family Separation - Please continue to track/report family separation cases using this guidance.
  • Migration Protection Protocols - Please continue to track/report Migrant Protection Protocols (MPP) (also known as “Remain in Mexico”). Additional information on the MPP can be found here. Please review and complete the information indicated here for all cases in which a child reports being impacted in any capacity by MPP.
  • Please remember to change your UAC Portal password when prompted via email. Failure to do so within the time indicated will result in suspension of your Portal account.
Training

* Training Tracker - This is the most recent tracker and should be used by all program staff moving forward. It includes instructions and an example for your convenience. Please continue to record all trainings on your FY19 tracker at this time. We will discuss this further during the upcoming Network Call.

Success Story
Kudos to Catholic Charities of the Diocese of Arlington on their work with a UC who recently graduated from high school. Upon graduation, the UC was awarded a scholarship to attend Northern Virginia Community College, and hopes to one day make a positive difference in her community. We wish her the
best in her undoubtedly bright future!
