2023 FSPCA Annual Conference | | |

Thank you to everyone who attended the 2023 FSPCA Annual Conference. We had such a great turnout this year, and it was a pleasure to see everyone in person! And a special thanks to our sponsors Saldesia and SSP America.
The Conference was attended by 188 participants from 9 countries, representing industry (71%), government (10%), academia (15%) and others (4%), with 66% of participants being FSPCA Lead Instructors.
IFSH FSPCA was proud to launch the inaugural Award and Lead Instructor Recognition Program at the Conference. This program was developed to recognize the outstanding contributions of individuals, volunteers and Lead Instructors who have helped FSPCA achieve our mission of building food safety capacities worldwide. FSPCA conducted 6 Lead Instructor courses in 2023, welcoming 90 new FSPCA Lead Instructors. To date, FSPCA has trained 3090 Lead Instructors from 80 countries.

Hosting webinars throughout the year is a valuable service to FSPCA stakeholders and Lead Instructors, aligning with our mission to enhance food safety capacity, particularly for small- and medium-sized businesses.
As we reflect on the past year, we look forward to the future. FSM Article: FSPCA Preventive Controls Updated Curriculum Highlights - Advantages for Food Safety Management | | |

Martin Bucknavage and Kathy Gombas, both members of the FSPCA Executive Advisory Board and FSPCA PCHF Lead Instructors, published an article titled FSPCA Preventive Controls Updated Curriculum Highlights — Advantages for Food Safety Management in the October/November issue of the Food Safety Magazine.
The issuance of FDA guidance documents and feedback from FSPCA stakeholders prompted FSPCA to update and issue an updated version of its training curriculum.
The objectives for the FSPCA curriculum update included:
- Update data and align with current FDA guidance documents
- Increase small and midsized processor applications by using specific examples
- Streamline sections and reduce redundancy
- Support development of key concepts, examples, and improved chapter layout
- Highlight HACCP principles to gain curriculum acceptance by the Global Food Safety Initiative (GFSI) scheme owners.

FSPCA Food Traceability Curriculum | | |

In response to the FDA's final rule on "Requirements for Additional Traceability Records for Certain Foods" published on Nov 21, 2022, FSPCA has initiated the Food Traceability Rule Core Curriculum Editorial Team. The team aims to define curriculum learning objectives, create the curriculum content, and develop training exercises to assist food industry personnel in understanding FDA’s food traceability rule requirements.
FDA Food Traceability Rule: FSPCA Supplemental Slides for FSPCA Lead Instructors
Now available! These slides, developed for FSPCA Lead Instructor use in FSPCA courses, provide a concise summary of key points relevant to manufacturers of food subject to PCHF regulation, with a focus on processed foods. Access them now on the FSPCA Lead Instructor Portals.

FDA Releases Two New Chapters of Draft Guidance for the Preventive Controls for Human Food Rule
On September 26th, the U.S. Food and Drug Administration (FDA) announced the availability of two new chapters to the Draft Guidance for Industry: Hazard Analysis and Risk-Based Preventive Controls for Human Food, designed to help food facilities comply with the preventive controls for human food rule mandated by the FDA Food Safety Modernization Act. Chapter 11—Food Allergen Program and Chapter 16—Acidified Foods—are among the chapters that have been added since the draft guidance was first issued in 2016.
FDA Releases FY 2021 Pesticide Residue Monitoring Report
On October 24th, the U.S. Food and Drug Administration (FDA) made available its annual Pesticide Residue Monitoring Program Report for Fiscal Year 2021 (FY 2021), summarizing findings from FDA testing of human and animal foods for approximately 750 different pesticides and selected industrial compounds from October 1, 2020, through September 30, 2021.
FDA Publishes Technical Amendments to the Food Traceability Final Rule
On September 25, 2023, FDA published technical amendments to the Food Traceability final rule.
The final rule, which was published in the Federal Register on November 21, 2022, contained some editorial and inadvertent errors in the preamble and one of the codified provisions. To correct these errors, four changes have been made:
- correction of a cross-reference that pointed to the wrong numbered response,
- addition of a grammatical article,
- deletion of an inaccurate sentence,
- and addition of parenthetical language.

FSPCA presented at Dubai International Food Safety Conference 2023 | | |

Dr. Jason Wan presented ‘Preventive Controls vs HACCP, Substantiating their Similarities, Differences and Synergies’ at the Dubai International Food Safety Conference on December 13, 2023. The session provided a comparison of Preventive Controls vs HACCP, substantiating their similarities, differences and synergies. An overview of the FSPCA Preventive Controls for Human Food (PCHF) curriculum was presented as well. The Preventive Controls for Human Food (PCHF) course developed by FSPCA is the “standardized curriculum” recognized by the U.S. Food and Drug Administration (FDA). To date, FSPCA has trained 2,292 PCHF Lead Instructors located in 80 countries, who have trained over 150,000 industry personnel in 138 countries. In addition, Dr. Wan presented ‘Foreign Supplier Verification Programs (FSVP): Overview of U.S. FDA’s Expectations’.
