Fulton County Government Announces Plans to Open Key Facilities to public Starting June 15 with Modified Service Delivery
During the Board of Commissioners meeting this week, the County Manager, Chief Operating Officer and Chief Financial Officer provided an update on Fulton County’s COVID-19 response and a three-phase plan for re-opening Fulton County facilities.

Some select employees have already returned onsite. Others employees will return to the workplace starting June 1. Select public facilities will open on June 15, and others will open at a later date.
Employees in Phase I & Phase II departments will hear more from their department leaders about return-to-work planning and processes. Key steps will include:

  • COVID-19 Testing for employees
  • Re-orientation from the Human Resources Department about new practices and procedures
  • Employee health attestations
  • Review and modifications of employee work schedules as needed
  • Cleaning & Decluttering of all work spaces
  • Modifications to some work spaces to ensure social distancing
  • New signage and social distancing markers in all facilities
  • Issuance of Personal Protective Equipment to employees
  • Temperature screenings for employees and the public

Facilities that will re-open to the public June 15 will include:

  • Fulton County Government Center, 141 Pryor Street, Atlanta
  • South Fulton Service Center, 5600 Stonewall Tell Road, Atlanta, GA 30349
  • North Fulton Service Center, Roswell Road, Sandy Springs
  • Customer Service Center at Maxwell Road
  • Greenbriar Mall Tax Commissioner’s Office

Plans are still underway and employees will learn more in coming days.

Domestic Water Piping Project Phase II
Government Center Complex
The Domestic Water Piping Replacement Project (Phase II) in the Government Center Complex continues Tuesday, May 26.

Beginning at 9 p.m. on Tuesday, May 26 until 2 a.m. on Wednesday, May 27, water will be shut off to the restrooms, water fountains, and break rooms on the Western section only (Peachtree Street side) of all floors of the Government Center Tower.

Restrooms on the Eastern section (Pryor Street side) of each floor will remain fully operational during this time.

Other buildings in the Government Center Complex will not be affected by this shut down.

This project replaces original domestic water piping, installs new water heaters, and makes related improvements in the Government Center Tower and Public Safety Building and is funded by the FCURA Bond Capital Improvement Program. Similar work in the Assembly, Low-Rise, and Mid-Rise buildings was completed in Phase I during 2019.
COVID-19 Testing Opportunities within Fulton County
On Memorial Day weekend, COVID-19 testing will ONLY be available at the Center for Health and Rehabilitation. That location will be open Saturday and Monday 9 a.m. to 12 p.m.

Residents who have already been tested at a Fulton County Board of Health site can now log on to  patient.labcorp.com  to check their results online. 
2020 Biometric Screening Events Cancellation

For the safety and benefit of all of our employees during the COVID-19 pandemic, Fulton County’s Finance Department has decided to cancel all 2020 biometric screening events at all locations. Eligible active employees and pre-65 (non-medicare) retirees will be grandfathered-in to receive their 2021 annual $240 wellness credit.

If you had planned to visit your primary care doctor to complete your biometric screening as part of the requirement to earn/keep your wellness credit, that is no longer required. This is a wellness benefit that the County provides to eligible employees and pre-65 (non-medicare) retirees at no cost.

Although the biometric screenings have been cancelled and the requirement removed, you are encouraged to continue to strive for
good health and visit your doctor for an annual physical at the most suitable time.

Fulton County Government’s Department of Information Technology (FCIT) Network Refresh Initiative
Fulton County Government’s Department of Information Technology (FCIT) Network Refresh Initiative is underway. The upgrade will enhance internal communications for the County across multiple platforms, providing an improved user experience.

The implementation of a system-wide upgrade will improve Fulton County’s infrastructure with simplified management and maintenance, and improvements to the County’s cyber security posture. When completed, the network refresh will considerably improve the County’s bandwidth capacity and overall network performance.

When can I expect to see a change?
Upgrades will happen in phases. Over the next few months, installation efforts will be focused on the downtown campus area, followed by satellite locations which are expected to be completed by the end of the year.

Cyber Security Awareness Training
Cyber security awareness training for all users of Fulton County computer systems will be made available until December 15, 2020. This training is provided through a partnership with Knowbe4.

With growing health concerns related to Coronavirus (COVID-19), cybercriminals are sending out scores of phishing emails with sensational subject lines aimed at getting victims to click before they think.

Fulton County Information Technology's goal is to equip Fulton County employees with the knowledge needed to keep cybercriminals at bay and help protect the county’s network and computer systems.

All employees will receive an email with a link to take the online course. If you've taken the course before, your login information will be the same. Instructions for new users will be provided in the email.

Update on Modifying Flexible Spending Accounts (FSA) and Breeze Card Program
As a result of the COVID-19 pandemic crisis, employees can start, stop or make contribution amount changes to Flexible Spending Accounts (FSA) for Dependent Care, Transit and/or Parking due to daycare/school closures or if they no longer need their transit/parking accounts as these are considered Qualifying Life Event Changes. Employees can also request to cancel their enrollment in the Breeze Card Program administered by transportation partners: Cobb Linc, GRTA Xpress (Blue/Green), Gwinnett Express or Marta.

New qualified expenses for HSA, HRA or FSA
A new federal law expands how you can use your health savings account (HSA), health reimbursement account (HRAs – Member Pay), or flexible spending account (FSA).

Over-the-counter drugs not requiring prescriptions and menstrual products qualify. This change was made as part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), which was signed into law March 27.

CARES ACT 401(a) and 457 (b) Emergency Withdrawals
At its April 15, 2020 meeting, the Board of Commissioners approved the provisions of the federal government Coronavirus Aid Relief and Economic Security (CARES) Act, which allows employees to have emergency withdrawals of up to $50,000 each from their 401(a) Defined Contribution Plan and 457(b) Deferred Compensation Plan accounts in response to COVID-19 pandemic crisis. Withdrawal requests from either of the plans will be administered directly by the respective plan vendors and will be subject the eligibility requirements listed below.

ELIGIBILITY REQUIREMENTS 
  • Individuals who have been diagnosed with COVID-19 by a test approved from the Centers for Disease Control and Prevention

  • A spouse or dependent who has been diagnosed with COVID-19 by a test approved from the Centers for Disease Control and Prevention

  • An individual suffering financial consequences as a result of quarantine, employment furlough, layoffs, reduced work hours or cannot work due to lack of child care as a result of coronavirus

  • Individuals who experience a financial loss to an individually owned or operated business that is caused by a closing or reduction of hours due to coronavirus

  • Other factors as determined by the Secretary of the Treasury or his delegate
