The Illinois Department of Transportation has released its six-year Multi-Year Plan (MYP) for fiscal years 2023-2028. The MYP2023-2028 totals $24.6 billion and includes an FY2023 annual highway program of $3.7 billion. In addition, the Department plans to invest an additional $10 billion in multi-modal systems including transit, rail, airports, and ports over the 6-year program.

The program priorities are to maintain and preserve IDOT's existing roads and bridges, with an emphasis on highways and structurally deficient bridges on the National Highway System (NHS). The program includes the following:

  • Roadway Maintenance - $6.36 billion for reconstruction, resurfacing, widening, and preservation, including $1.07 billion for interstate resurfacing projects.
  • Bridges - $6.4 billion to address bridge needs across the state, including $191 million for culvert replacements and repairs.
  • Safety/System Modernization - $1.55 billion for projects such as interchange reconstructions, and traffic safety improvements, including $936 million specifically for safety improvements.
  • Expansion - $2.03 billion for expansion of the system for projects that add new lanes to an existing road or new roadway on a new alignment.
  • System Support - $2.48 billion for statewide or districtwide engineering, land acquisition. training, standalone ADA projects, and various other miscellaneous types of work.


The MYP2023 is about $4 billion more than the MYP2022. The increase in funding levels is a result of the Infrastructure Investment and Jobs Act (IIJA). However, total roadway maintenance miles have decreased to 2,562 miles in the MYP2023 which accounts for 16% of the highway miles under IDOT jurisdiction. District 2 has the largest increase (+59) in miles programmed for roadway maintenance while District 3 has the largest decrease (-92). District 7 has the most miles (491) programmed for roadway maintenance while District 5 has the least (151).


Bridge maintenance square footage increased to 9.978 million ft2 from 7.927 million ft2.

MYP 2023 used the Department's Data-Driven Decisions tool to improve how it determined investment decisions for capacity projects throughout the State. The concept of Data-Driven Decisions for project selection is used throughout the nation and encouraged by the U.S Department of Transportation. The Department evaluated 34 projects for inclusion in the State Fiscal Year 2023-2028 Highway Improvement Program. As a result, 13 projects were approved to move forward to the next phase of the project.
