Fact Sheet: Venetian Causeway Water and Sewer Main Upgrades Phase 2

Project Update

Phase 2 of the Venetian Causeway Water and Sewer Main Upgrades project saw a brief interruption in construction activities as the contractor's work was contingent on final permitting approval to proceed. All necessary permits have now been issued, and operations can proceed as scheduled.


Project Overview

This construction project will replace the aerial water and sewer main crossings on the Causeway, which run along the north and south sides of the Venetian bridges. The pipes are in poor condition and ranked first in the prioritized list of critical assets for the Water & Sewer Renewal and Replacement Report. Once completed, the new lines will provide a sufficient flow capacity to meet the city's growing demands.


This project involves replacing both the water and sewer mains that connect San Marco to San Marino, San Marino to Di Lido, Di Lido to Rivo Alto and Dade Boulevard. The project will include the installation of four water and two sewer mains with a horizontal directional drill (HDD), as well as connections to existing lines.

Timeline

The contractor is scheduled to begin on Tuesday, September 3, 2024 and end in December 2025. The traffic maintenance plan for this construction site will be in place 24/7 during this project.


Construction work hours are weekdays from 7 a.m. to 6 p.m., with most Saturdays approved. Extended time is subject to city approval and community notification.


Construction will be completed in four phases:


Phase 1: Belle Isle to Dade Boulevard

  • Water main: September 2024 - October 2024
  • Belle Isle and Dade Boulevard DIP installation: September 2025 - December 2025


Phase 2: San Marco to San Marino

  • Water main: October 2024 - December 2024
  • San Marco DIP installation: May 2025 - June 2025


Phase 3: San Marino to Di Lido

  • Water main: December 2024 - January 2025
  • Sewer main: January 2025 - February 2025
  • San Marino DIP installation: June 2025 - July 2025
  • Di Lido DIP installation: July 2025 - August 2025


Phase 4: Di Lido to Rivo Alto

  • Water main: February 2025 - April 2025
  • Sewer main: April 2025 - May 2025
  • Rivo Alto DIP installation: August 2025 - September 2025

Traffic Impacts

The city will employ all available resources to minimize disruption to residents. Traffic operations will be assisted by off-duty officers and flaggers during special work hours. The following is a breakdown of the upcoming traffic changes for phase I. Please click here to view the project's comprehensive maintenance of traffic (MOT) plan.


Phase 1: September 2024 - October 2024

The following lanes will be closed during Phase 1.


Phase 1a: September 2024 - October 2024

  • Westbound lane on Belle Isle will be closed to vehicular traffic. All traffic will be diverted onto Island Avenue north and south.
  • Westbound bike lanes on Belle Isle will be closed. Cyclists and vehicles will share the road. Please heed all posted signage.

Phase 1b: October 2024

  • Eastbound lane will be closed on Dade Boulevard from Sunset Harbour Drive to Bay Road. Traffic will be diverted into Sunset Harbour via 18 Street.
  • Eastbound bike lanes will be closed on Dade Boulevard from Sunset Harbour Drive to Bay Road. Cyclists and vehicles will share the road. Please heed all posted signage.

What to Expect

  • Due to the partial closure of Venetian Way, residents will notice an increase in traffic through their neighborhood.
  • Construction noise due to drilling equipment.
  • Lane closures during each phase will require traffic to temporarily be routed north and/or south along residential streets.
  • Commuters to and from Miami Beach will face delays on the Venetian Causeway due to detours. 
  • Residents will face narrow and/or single-lane traffic on the Venetian Way bridge during pullback operations, when the pipe is staged and fused.
  • There may be moderate noise impacts outside of normal working hours.
  • One lane of the Venetian Causeway will remain open at all times.
  • Emergency vehicles will have access to the islands at all times.
  • 24/7 lane restrictions will be in effect throughout the project.
