A Message from the Township Manager:

On November 4, 2025, South Whitehall Township residents will be asked to vote on a referendum about preserving open space.


The referendum grows out of the work completed during the four-year Comprehensive Plan process. Over the past several years of work on the development of and implementation of the South Whitehall Township Comprehensive Plan (2023), residents consistently shared how important it is to protect the remaining open space in the community.


That feedback helped shape the Township’s Land Use Plan and overall vision for the next decade. One of the top priorities to come out of this effort was the creation of South Whitehall Landscapes, adopted in September 2024. that highlights the resources residents value most, from farmland and natural areas to historic sites, and outlines strategies to protect them.


The ballot question will be whether to approve a 0.1% increase in the Earned Income Tax (EIT), raising the rate from 1.0% to 1.1%.

If approved, the additional funding could be used in three main ways:

  • Purchasing land or easements to preserve important open spaces identified in the South Whitehall Landscapes Plan.
  • Paying down debt if bonds or other financing are used to acquire land.
  • Improving and maintaining open space (up to 25% of funds, as permitted by state law) for habitat management, general upkeep, and limited recreation, consistent with the 2023 Parks & Recreation Plan and the 2024 Landscapes Plan.


By law, all funds must be used for open space purposes, and all spending will be subject to full public disclosure. On Election Day, residents will have the opportunity to vote “YES” or “NO.”

Shedding Light on the Sunshine Act

Open meeting requirements have existed for decades but have been strengthened over time to ensure through the Sunshine Act the right of the public to receive notice and to attend all meetings of agencies at which agency business is discussed or acted upon. 

 

The South Whitehall Township Board of Commissioners, the Planning Commission, and all other boards and commissions authorized to take official action or render advice on matters of Township business are subject to the Sunshine Act. 

 

"Official action" refers specifically to recommendations made pursuant to law, the establishment of policy, decisions regarding Township business, and votes taken. 

 

The Sunshine Act requires that the public receive notice of the place, date and time of a meeting. South Whitehall Township fulfills those statutory requirements via newspaper publication, by posting a copy of the agenda outside the public building, by posting a copy on the Township website, and by making copies of the agenda available at the meeting for those in attendance.

 

Written minutes shall be kept of all open meetings at the Township, and shall include the following at a minimum:

  • The date, time and place of the meeting.
  • The names of members present.
  • The substance of all official actions and a record by individual member of the roll call votes taken.
  • The names of all citizens who appeared officially and the subject of their testimony.

 

If you attend a meeting of the Board of Commissioners, you will find the Minutes from the prior meeting at the beginning of the agenda and subject to a vote to approve. Once approved, the Minutes are available to the public on the Township website.

 

A meeting can be closed to the public in certain instances including but not limited to the following:

  • Executive sessions. Note, however, that the Township must still vote on a matter at an open meeting.
  • Information sessions. In 2013, a Court decision found that gatherings held solely for the purpose of collecting information or educating agency members about an issue do not need to be open to the public, notwithstanding that the information may later assist the members in taking official action on the issue.


Meeting agendas must be posted at least 24 hours in advance although the Act allows additional items to be added to the agenda in the event of emergency, de minimis matters arising within 24 hours prior to the meeting, or if certain matters arise during the meeting.

 

Residents must be allowed a reasonable opportunity to comment prior to official action at a meeting, and in addition to allowing for public comment on each agenda item, the Board of Commissioners allows residents to speak under Courtesy of the Floor as listed on the agenda both at the beginning of each meeting and also at the end. Rules for orderly and respectful participation are available at https://www.southwhitehall.com/boards-commissions

Community Development:

Zoning Updates:

As part of the Township’s continued implementation of the South Whitehall Comprehensive Plan and the South Whitehall Landscapes plan, several zoning updates are being proposed. In the second half of 2025, the Township is proposing two optional, overlay zoning districts. These overlay districts allow for special uses with specific regulations in the northern tier of the Township. These overlay zones are only triggered for new developments if a landowner or developer chooses to “opt in”. The two overlay districts proposed are:

 

Jordan Valley Preservation District: This District covers several thousand acres in the northern tier of the Township where most of the remaining open space and high priority resources to protect are located. This District allows for clustered (or compact) residential development that limits the impact of new roads and utilities and requires expansive amounts of preserved open space. This District also allows for limited, local-serving commercial uses in the form of “Crossroad Villages” or developments with a mixture of residential and retail commercial that is reminiscent of historic villages in the Jordan Valley (Guthsville, Mechanicsville, etc.).

 

Planned Innovation, Research, and Technology (PIRT) District: The PIRT District is an attempt to modernize the Township’s Industrial (I) Zone in the northeast corner and apply the same open space/resource preservation requirements to industrial developments. The PIRT encourages tech campus-style developments in what has traditionally been an area that has only seen heavy industry and manufacturing. The PIRT District also addresses the growing interest in Data Centers, allowing for this new type of use, but with very specific requirements to address potential impacts.

 

The Jordan Valley Preservation District is still being drafted, but the PIRT District is scheduled for adoption at a Public Hearing on October 15, 2025. For more information, click the ZONING MAP below, or visit www.southwhitehall.com/zoning-updates.

A Message from the

Environmental Advisory Council (EAC):

 The Open Space Referendum.

The South Whitehall Township Environmental Advisory Council (EAC) has been working with the Township to implement important Open Space preservation goals voiced by residents and identified in the South Whitehall Landscapes plan.

Several of these actions include:

  • Helping to define and characterize Open Space for inclusion in Township policies and codes.
  • Identifying priority resource areas to update the Township Official Map.
  • Investigating new resource protection ordinances and code updates.
  • Reviewing zoning and SALDO updates related to open space requirements.
  • Supporting the development and financing of an Open Space Preservation Program.

 

Developing and financing an Open Space Preservation Program is critical to help the Township proactively work to protect open spaces through the acquisition of properties and easements.


In order to make this a reality, the Township Board of Commissioners are asking the voters of South Whitehall to approve an Open Space Referendum this November. The Referendum asks for approval to increase the Earned Income Tax (EIT) by 0.1%, from 1.0% to 1.1% exclusively for the protection of open space in South Whitehall Township.

The question posed to the voters is:


“Do you favor the imposition of an Earned Income Tax at the rate of 0.1% by South Whitehall Township to protect farmland, wildlife habitat, natural areas, drinking water supplies, water quality in streams, wetlands, scenic views, and historic resources by conserving land in the township, to retire debt associated with land conservation, and to maintain, improve, or develop land for conservation and recreation, with all spending subject to full public disclosure?”

“YES” or “NO”

 

This referendum is a key factor in whether the Township can pursue an Open Space Preservation Program.


As residents of South Whitehall, it is up to you to vote YES for the Open Space Referendum on Tuesday, November 4th, 2025. Your vote can impact how we preserve the character and important resources of South Whitehall Township!

Finance:

In-Person Credit Card Payments are Here!

Effective immediately, South Whitehall Township is able to accept Credit Card Payments IN-HOUSE!


What you need to know about In-House Credit Card Payments:

  • In-Person Only: We can not take credit card payments over the phone.
  • Eligible Payments: Utilities (Water, Sewer and Refuse), Permits, Police Fees (Accident Reports, Parking Tickets, Fingerprinting, Record Check) and Stickers (Bulk, Grass, Freon).
  • Credit Only: If a Debit card is used, it will run through as a Credit card, with no option to enter a PIN.
  • Accepted Cards: Visa, Mastercard, Discover and American Express.
  • Processing Fee: The processing company charges a 2.65% Processing Fee per transaction but has a Minimum Fee of $3.00 per transaction.
  • If the 2.65% fee is less than $3.00, you will be charged the $3.00 Minimum Fee vs the 2.65%
  • EX: A $100 transaction's fee at 2.65% will be less than $3.00, therefore, you will be charged $103.00 not $102.56.
  • Receipts: Once your payment is made, a receipt can be printed or emailed to you.

Q. How do I update my Contact Information?

A. Email your updated mailing address, phone number and or email address to utilities@southwhitehall.com



Q: Why do I need to pay my Utilities with Separate Checks?

A: Your Water, Sewer, and Refuse bills come from Separate Entities, therefore the payments must be on separate checks to be applied properly.


Q. Billing: How do I Link my Utility Accounts?

A. Water, Sewer, and Refuse are separate entities, with separate bills, but they can be LINKED to your online account!

  • Create an account in our Citizen Self Service Portal for online payments, then choose to link your utility bills to your account.
  • Once linked, you can add bills into your cart for payment, paying multiple bills at once, up to $500 with a $3.39 fee per transaction for credit card or PayPal or $1.73 for eCheck.
  • Additionally, within the Portal you can choose to receive your bills via email (paperless billing) and have access to your utility usage and bills digitally.

3rd Annual Battle of the Badges: Swing for a Cause!

The 3rd Annual Battle of the Badges Softball Challenge was a big success! The SWT Police Department would like to thank the Whitehall Township Police Department, The Lehigh Valley Iron Pigs, and all of the Community Partners who generously Sponsored this event!


This annual showdown is more than just a game- it's a way to support local families in need. Proceeds from the event benefit HUGS for Pediatric Cancer Warriors through PCFLV.org, helping provide grocery and gas gift cards to families navigating pediatric cancer treatment. 100% of net proceeds go directly to families in need.

Leaf Collection


The Township begins Leaf Collection on Monday, October 6th and continues collecting until Friday, November 28th. Leaf Collection is one of PW's largest operations involving 20 employees, 14 trucks and many hours!


Important things to remember during Leaf Collection:

  • Leaf Placement- Place leaves two feet from the curb so that they don’t interfere with the rain and storm sewers.
  • Leaves will not be collected on private property.
  • Each resident is responsible for preventing their leaves from blowing throughout the neighborhood.
  • Park all vehicles 15’ away from where the leaves are piled. 
  • Leaves Only- Collection crews will not pick up empty plastic bags or containers, branches, grass clippings, shrubbery, garbage or building material. These objects can cause extensive damage to the leaf collection equipment and will contaminate the leaves that we ultimately dispose of.
  • When in doubt, put them out! We have a tremendous amount of maturing trees along our streets causing a high volume of leaves dropped each fall. It is impossible to guarantee a specific pick-up day each week for any one location. If leaves are not in place when the crews go by, they will be picked up on the next rotation. So put them out when you are ready! The crews will not make any return trips.
  • Inclement Weather- Leaf collection is subject to inclement weather, mechanical breakdowns, and any Township emergencies requiring Public Works personnel and equipment. Your area could be skipped should these situations occur.

Help Protect Your Lawn This Winter – Use Yard Markers


If your property does not have a curb in front, please take a few minutes to install yard markers before winter weather arrives.


Yard markers help our snow plow crews by clearly indicating where the edge of the street meets your lawn. Without them, it's difficult to see the boundaries during heavy snow, especially in low-visibility conditions.


Why Use Yard Markers?

  • Prevent grass from being plowed up
  • Avoid deep tire ruts in your lawn
  • Help plow drivers work more safely and efficiently
  • Reduce the need for spring lawn repairs

Winter Prep & Snow Removal Tips!

Avoid the Second Shovel!

When clearing your driveway, remember to wait until after the snowplow has passed before doing your final shoveling near the street.

This helps you avoid the frustration of needing to shovel the end of your driveway twice after the plow pushes snow back in.

Mailbox Placement & Damage Reporting:

Please be sure to follow the diagram below for proper installation.

If your mailbox is damaged during snow plowing operations, it must be reported to the Township no later than April 1st. Reports received after this date may not be eligible for repair or replacement. Thank you for your understanding and cooperation.

Help Keep Fire Hydrants Clear This Winter – Your Action Could Save Lives!

As winter approaches, it's important to address a critical safety issue that affects both residents and business owners in South Whitehall Township—keeping fire hydrants clear of snow and ice.


Fire hydrants are the primary water source used by our fire departments to fight fires throughout most of the Township. In an emergency, firefighters must be able to locate and access hydrants quickly. Snow and ice buildup, whether from snowstorms or plowing operations, can delay emergency response and endanger lives and property.


The Township maintains 702 public fire hydrants, many of which can become buried or obstructed after a snowfall. These delays can mean valuable time lost during an emergency response.

How to Prevent Frozen Pipes at Home:

Start to prepare your plumbing for winter before temperatures dip below freezing! Below are a few tips to prepare your pipes for Winter.


Cover outdoor faucets and hose bibs with insulating covers to lower the risk of your pipes freezing.

  • Learn where your water shutoff valve is and how to use it so you can respond quickly if your pipes break during cold weather.
  • Disconnect hoses from outdoor faucets. Insulate all outdoor faucets and hose bibs with molded-foam hose bib covers (available at most hardware stores) or with newspaper or rags covered with plastic wrap.
  • If you have a separate outdoor water shutoff valve, turn off water to outdoor faucets. After you turn off the water, open each outdoor spigot to drain the remaining water from the pipes.
  • Caulk around pipes where they enter the building.
  • Close all foundation vents and fill vent openings with wood or foam blocks.
  • Insulate pipes in unheated areas, such as attics, crawl spaces, and basements.
  • If you leave home for several days, keep your heat on a low setting instead of turning it off. This may not prevent freezing pipes, but it can help.
  • Start building your emergency water supply in case your water service is interrupted by frozen or burst pipes. Learn how to store emergency water.

When temperatures are below freezing, you can also:

  • Open cupboard doors in the kitchen and bathrooms. This allows these pipes to get more heat from inside your home.
  • Turn your faucets on to let a slight drip of water run.

We are re-designing our webpages; See our Annual Programs & Events and get your questions answered any time of the year! to better answer your questions time of the year!



Seasonal Program and Event information has always been available on our website, but would be taken down once out of season. While it helped streamline the website, it was less convenient for those with questions about out of season events or programs.


Recognizing this, we began working on on re-designing our Recreation section to display Year-Round programs and community events that occur annually in a user-friendly way!


In the meantime, the Recreation section of the website is still the best place to get program and event info like Trick or Treat night, the next big Community Event, or Adult/Youth Program offerings.

SWT Recreational Summer Camp Wrap-Up:

The 2025 SWT Summer Recreational Camp was a blast! Our 8-week camp was packed with tons of fun playing sport games, making crafts, swimming on pool days, and enjoying on-site activities like the SWT Fire Trucks, the Art Bus, the Lucky Dutchman, Carnival Day and Glow Day!


Thank You to our incredible Camp Counselors, our Recreation Department Staff; Emersen Apgar (Intern), and Michele Muenker (Summer Camp Supervisor)! We are grateful for their hard work, passion, and dedication to keeping the camp locations and activities running smoothly while ensuring camp was an awesome, fun experience for our campers! Thank You to our campers and their families for your unwavering support and positivity—we love getting to know you each year! And of course, THANK YOU to the SWT Board of Commissioners, Tom Petrucci (Township Manager), and Herb Bender (Director of Operations) for their continuous support. Your belief in the value of this program and your efforts to provide the necessary resources have been vital to its success.
