Happy Fall! The seasons are changing in our beautiful city and it appears that the cold weather is here to stay for a while. However, it was a beautiful and productive summer and I enjoyed speaking with many residents about their ideas concerning the future of Spring Park.
And speaking of changes, the City Council recently said goodbye to Council Member Catherine Kane Palen who recently moved out of the city. She was a proud, active, and longtime resident of Spring Park who was sad to leave especially in the middle of her first term as a Council Member. Catherine was a great asset to Spring Park who was tenacious in her efforts to improve the city in the areas of beautification, protecting the waters of Lake Minnetonka, and cleaning up outdoor storage/nuisance properties.
Have you ever wanted to make a difference in Spring Park? Do you want to have a voice in your City's future? Catherine's departure creates a great opportunity for another Spring Park resident. Applications are being accepted to fill the Council vacancy until 4:30 p.m. on Thursday, October 31. The term is for approximately one year and will expire on December 31, 2020. Applications are available at City Hall or on the website at www.ci.spring-park.mn.us/council.
The City Council is looking for a dedicated individual who would like to get more involved in their community. The role of a Council Member is to consider basic policies of the city including future development and to act for the betterment of the entire community. Council members are liaisons to the public and utilize City staff as resources and partners to meet the City's needs. An important responsibility of a council member is to participate in council meetings including participating in discussions and voting on matters before the council.

Share the Trail for Safety
Proper Trail Etiquette
Fall is a beautiful time to utilize one of the area's best features-the Dakota Rail Regional Trail. And with many people using this fabulous amenity, it is important to remember that it is a shared public space and safety and courtesy are necessary to make a positive trail experience for everyone. Please follow these tips for sharing the trails with a variety of user groups:
- Be Predictable - Travel in a consistent and predictable manner. Always look behind before changing position on the trail.
- Don't Block the Trail - When in a group, avoid using more than half the trail.
- Dog Walkers - Keep dogs under control on a 6' non-retractable leash. Pick up after your pet and properly dispose of poop bags.
- Keep Right - Stay to the right side of the trail as is safe, except when passing another user.
- Pass on the Left - Pass others, going in your direction, on their left. Faster traffic must yield to slower and oncoming traffic.
- Give Audible Signal - When passing, give a clear verbal warning signal such as "ON YOUR LEFT" or use a bell or horn.
- Stop Means Stop - Obey all stop signs along the trail.

Water Shut-Off Requests ~ Don't forget to contact the Utility Billing Department before you leave town for the winter if you would like to schedule an appointment to have your home's water turned-off at the street. Contact Sharon at (952) 471-9051 to schedule an appointment and for more tips on winterizing your home before you leave.
Orono Police Vacation Checks ~ If you are going out-of-town for a week, or even the entire winter, the Orono Police Department offers a free service to check your house while you are away. Reserve officers will periodically come to your home and make sure all windows and doors are secure. If packages are left at your doorstep, or your mail is overflowing, they will call a person you have designated as your "key holder." Contact Spring Park City Hall at (952) 471-9051 to receive a "House Check Form" or visit the Orono PD website at http://www.ci.orono.mn.us/164/Vacation-Checks.

Budget Process
2020 Proposed Tax Levy
The City Council recently met to review the first draft of the City's 2020 budget and to approve a preliminary tax levy of $1,128,501, which represents a 5.4% increase from the 2019 tax levy. The Council will be hosting a truth in taxation meeting at 7 p.m. on Monday, December 2 before adopting the final 2020 budget and tax levy. In the meantime, residents and business owners will be receiving their preliminary tax statements from Hennepin County.
Street Sweeping and Hydrant Flushing
Street sweeping will occur in late Fall.
The City will be flushing hydrants from October 23 - 31 (weather permitting). Flushing hydrants may cause water discoloration issues. Residents are advised against doing laundry, especially white clothing, while crews are in the area.
Fall Clean Up Day
Saturday, November 2 is the semi-annual cleanup event for Spring Park residents and apartments. Due to previous incidents of illegal dumping in the City, this event is not publicized on the City's website. Please contact City Hall with any questions you may have. Also, not all apartment communities have chosen to participate in past cleanup events so apartment tenants should contact their leasing office for further details.
Missed Recycling Pick-Up?
City staff have received several calls recently regarding service complaints for the City's contracted recycling company. Staff have been working very hard to help Republic Services resolve these persistent issues. We understand that missed pick-ups are inconvenient especially when a pattern is being formed. We ask for your patience and please know that City staff are speaking up and working hard on your behalf. Please continue to contact City Hall if your recycling containers were set out on time but were not picked-up on the designated recycling day. As a reminder, recycling containers must be out for pick-up by 7 a.m.
