Greenwich Road Flyover Now Spans I-264
Construction continues on new bridge after beam setting this summer
Phase II of the I-64/I-264 Interchange Improvements Project reached a significant milestone this summer with the completion of girder setting on the new Greenwich Road flyover.

The beam-setting required significant coordination between partner agencies, including the City of Virginia Beach, the City of Norfolk, Virginia State Police and the traveling public, among many others.

The new flyover was built over I-264 to connect Greenwich Road with Cleveland Street on the north side of the interstate. When the flyover opens to traffic, motorists will be able to travel from Greenwich Road, over I-264 to connect with Cleveland Street, without having to access the interstate.

Crews continue flyover construction, including bolt-tightening, placing rebar and other work on the bridge deck. The flyover is set to open to traffic by spring 2021.

Project Progress: A Bird's Eye View

The aerial photos below show how the I-64/I-264 Interchange Project is progressing, from the Newtown Road (exit 15) interchange to the Witchduck Road (exit 16) interchange. The project is scheduled for completion in fall 2021. Click here to see renderings depicting what the finished project will look like.
I-264 Interchange with Newtown Road
In this area, crews continue with grading, earthwork and excavation. The exit is being rebuilt to improve its geometry, making it easier for motorists merging onto and from I-264. The updated interchange will also contain a stormwater pond and feature other drainage improvements.
I-264 Running Parallel to Greenwich Road
Current activities along this corridor include widening of I-264 east and the collector-distributor (CD) lanes, as well as work on the railroad bridge such as earthwork, demolition and pile-driving.
I-264 Interchange with Witchduck Road at Greenwich Road
Ongoing work at the Witchduck Road (exit 16) interchange with I-264 includes utility relocations, grading, earthwork and excavation. This stretch of Greenwich Road will terminate in a cul-de-sac just east of the former Norfolk-Southern railroad tracks, removing the Greenwich Road connection at the five-legged Witchduck Road intersection.

Traffic Shift Coming to
Greenwich Road at New Roundabout
Crews are scheduled to shift some traffic onto the new roundabout at Greenwich Road near I-264 in the coming weeks.

TRAVEL IMPACTS
Flagging Operations
Daytime flagging operations and lane closures are scheduled along Greenwich and Newtown roads to allow crews to safely complete utility work and construction of the new roundabout at Greenwich Road. Motorists should stay alert and pay attention to directions from flaggers.

Interstate Lane and Ramp Closures
Various shoulders, lanes and ramps along I-64 and I-264 within project limits will be closed periodically for construction, typically after 7 p.m. to minimize impacts to the traveling public. Review scheduled weekly lane closures for all of the Hampton Roads region here.

Grayson Road Closure and Detour
A portion of Grayson Road -- near Witchduck Road and the I-264 interchange -- is closed nightly from 9 p.m. to 5 a.m. for utility work through mid-November. Click here for the full traffic alert: conta.cc/30xPFAz

Cleveland Street Nighttime Utility Work
Crews will be working on sewer installation from 7 p.m. to 5 a.m. in the median of Cleveland Street, closing off 300-foot sections of the road starting at Clearfield Avenue and continuing to Witchduck Road. The median closure will remain in place during the day, restricting left turns in some locations.

WORK ZONE SAFETY

Holding a cellphone while driving in a Virginia road work zone is against the law. Violators will face a $250 fine.
