GCA Board of Directors
Virtual GCA Board Meeting for October
The GCA Board of Directors is holding the Board meeting via GoToMeeting on 15 Oct from 7 PM to 9 PM. By joining the "virtual" meeting you can listen to the proceedings from start to finish. If the Board schedules an executive session, the general meeting will end and the Board will meet separately to discuss contract and/or legal issues. The agenda and Board packet will be published on the Glenmore website ahead of the meetings and the minutes of the meetings will also be posted.

GCA Assessments are now past due
The GCA second half assessment of $518 was due on 1 September. If you have not yet received your invoice, contact Associa by clicking here and include "Missing Invoice" in the subject line.

As of Monday, 5 October, there are 51 late payment accounts. If you have not yet paid, please make your payment soonest and avoid a late fee charge. You can leave your payment at the gatehouse in order to avoid post office delays.

2021 GCA Budget Under Construction
The Board is having a special meeting this Thursday, 8 October at 5PM to discuss the 2021 Reserve Budget. Reserve funding for capital items to be addressed includes: the safety sidewalk planned for Farringdon and Newbridge, a new electronic display sign for the Gatehouse, and additions and corrections to the 2019 GCA Reserve Study for the Equestrian Center. Residents are welcome to listen to the discussion on Thursday. 

At the regular Board meeting on Thursday, 15 October at 7PM, residents are welcome to state their comments about the proposed budget or other concerns. Breezy Hill Application for Re-zoning
At the last Albemarle County Board of Supervisors meeting, the Breezy Hill developer asked to defer the vote on his rezoning application. His rezoning request is for nearly two and half times the number of units than were originally approved in the Village of Rivanna Master Plan. He requested a deferral when it became apparent that the vote would be 3-3, and that would have denied his request. The developer now has two years to request that the vote be taken again. 

Glenmore and Running Deer residents have formed a committee to plan a vigorous response when the vote is scheduled. If you are interested in serving on the Committee, please contact Dennis Odinov at dennis2037@comcast.net.

GCA Financial Summary for September
Here is some summary GCA financial information for September 2020:
  • Equestrian Center (EC) Loan Pay-down. On 6 October, the GCA will make the finial payment of the Atlantic Union Bank Equestrian Center Loan. We paid the loan down by $220,000 in order to avoid continued the 5.05% interest rate. We used the funds from two matured Reserve Fund CDs since they are now paying between 0.05% to 0.1% interest rates (originally 2.4% to 3%). By paying down the loan, we'll save approximately $13,700 in interest payments after accounting for the lost interest on the CDs. We'll use the planned mortgage payments ($122,973 per annum) to replenish the CD funds through August 2022.
  • Long-term Delinquencies. The GCA currently has four accounts that are delinquent greater than two years with unpaid assessments greater than $2,500. The highest value delinquency ($4,571) was for a foreclosed property, and after foreclosure there were no funds remaining to pay down our liens. We will write off that value at year end close. These top four delinquent accounts equate to $15,412, or nearly $18.00 in added assessments to each residence.
  • GCA 2018 Independent Auditor's Report. Monfalcone & Garris Accountants and Consultants delivered our 2018 Independent Auditor’s Report on 28 August. The report states that the auditor has sufficient and appropriate evidence to provide a basis for a clean audit report.  To see the Audit Report, click here.
House Under Construction
ARB Guidelines Revision
The GCA Architectural Review Board (ARB) is working on extensive revisions to the Architectural and Landscape Guidelines. Once the Board has approved the revisions they will be posted for community comment and input.
Repairs to Glen Lochen Bridge
This week we are starting repairs on the Glen Lochen foot bridge. Due to the potential for missing safety features, our plan is to post "bridge closed" signs on on both ends of the bridge until repairs are completed. Please heed the signs.

GCA Board Nominations Committee 
GCA elections are just four months away, and the Nominations Committee is looking for candidates to run for the GCA Board in February 2021. If you want to serve on the Board, please contact Mike Monticello by clicking here (Add the subject line "Nominating Committee")

You may have heard in years past that the Board spends hundreds of hours per month running GCA operations. With the expansion of Associa’s professional management services, we have been transferring the day to day operations to Associa, leaving the main role of the Board as policy and oversight. Board members serve two years and are expected to chair and/or serve on two Board committees. The Board meets twice monthly for two hours each.

Equestrian Center Update
A lot of good stuff here!
Work on the fences at the Equestrian Center will take place this fall. The new boards and posts will not be stained until spring of 2021 to allow the wood to dry before it is stained.

The Kubota all terrain vehicle had a major overhaul this year that should extend its working life for another ten years.
The truck and horse trailer that was leased to the Parks in a five year lease to buy agreement has been transferred to the Parks. Per the agreement, they opted to pay down the remainder of the lease early in the amount of $8,025.

Plans are underway to replace the roof at the upper field run-in shed. The roof had a leak, and at 25 years old, the least cost solution was replacement. We had planned in advance for the rood f replacement in our GCA Reserve Study, so there was no surprise.

Attorneys for the GCA and the owners of the Manor House are working on an agreement to relocate the fences that each has on the property of the other and to install a fence with a gate for vehicles across the Manor House driveway.
Trail Benches - A must see
The GCA continues to improve nature trails as part of our multi-year plan. We've relocated portions of the trails over the past two years to permit year-round usage without trail flooding. The Carroll Creek and Pendower Trails have been white blazed (white painted markings on the trees) to help in guidance. And new maps have been published. 

Our latest addition to the trail network includes six maintenance-free benches located along Carroll Creek. There are three benches between Carroll Creek Rd at the pump house and the 5th green, and three more benches between the 6th tee area and the area where the trail emerges behind Lockerbie Lane. The benches were placed in quiet, peaceful settings along the trail where you can sit and rest, watch some of our Glenmore wildlife*, or just watch the water in the creek go by. 

Stay tuned for additional improvements such as trail head signs to further assist in navigating the trails.

Reckless Driving Citations ... Did You Know??
The GCA contracts with the Albemarle County Police Department for patrols in Glenmore. While the County Police will not write speeding tickets on our private roads, they are obligated to cite drivers for reckless driving. In Virginia, reckless driving is defined as 20 MPH above the posted speed limit (Code of VA § 46.2-862). Our posted speed limit is 25 MPH.
