Farm Bill: Floor Action Expected

House leadership is expected to bring the Farm Bill to the floor next week.

CPDA has issued an Action Alert in support of the bill and continues to engage as the process moves forward.

The bill contains several CPDA priorities, including:

  • updating conservation practice standards so it is easier to receive credit for adjuvant use,
  • the expansion of Technical Service Providers so retail agronomists can help farmers access conservation programs,
  • establishing Centers of Excellence focused on crop protection research with specific recognition of adjuvants, and
  • advancing broader pesticide provisions that provide more certainty for the industry.

The Rules Committee is expected to meet Monday to finalize amendments. Members should be on the lookout for an updated Action Alert opposing any harmful amendments and be prepared to engage quickly if those amendments are made in order.

PRIA Coalition: Engagement with EPA

CPDA was at EPA headquarters this week to participate in the quarterly PRIA Coalition stakeholder meeting with Office of Pesticide Programs leadership.

EPA outlined its FY26 goals, including completing approximately 9,120 PRIA and non-PRIA actions, with roughly 7,100 tied to non-PRIA workload, and a target of completing 60 percent of the PRIA backlog.

EPA also highlighted ongoing process improvements, including workflow updates, improved tracking through Salesforce, and continued digital modernization efforts to streamline submissions and reviews.

CPDA, through the PRIA Coalition, also met with Ed Messina and members of his team to discuss process improvements as PRIA 6 discussions advance, with a focus on improving timelines, consistency, and overall program performance.

ESA Mitigation: DRA Progress

CPDA continues engagement with EPA’s Environmental Fate and Effects Division on Drift Reduction Adjuvants as mitigation tools under ESA strategies.

Approval of guar-based DRAs for drift mitigation is progressing, and EPA is expected to release revised draft strategies shortly, including defined use rates.

CPDA’s technical committee is developing comments to the EPA to provide guidance on the rate. The rates need to reflect what was submitted to the EPA as they will compare our recommendation to existing data. Thus, we are considering submitting a range of guar solids as a percent of the total tank mix to be representative of the data and inclusive of all formulation types. Recommended language to the EPA would read: CPDA recommends label language similar to “Use a formulated, guar-containing DRA at a rate that delivers at least #### ppm guar solids in the final tank mixture.”

Please contact Eric Spandl or Matt Meredith in the next 7 days if you have any questions or comments. Both will be at the meeting next week as well.

CPDA on the Hill

CPDA connected with Representative Vince Fong to discuss the need for greater predictability in EPA regulatory decisions, the intersection with California DPR, and what it means for growers on the ground.

CPDA also spent time with member company GROWMARK’s Kirby Wagner and Illinois Farm Bureau’s Rebecca Barnett, continuing conversations on key issues impacting crop protection and the broader ag supply chain.

AICP Austin Next Week

AICP kicks off next week in Austin, with more than 110 companies and nearly 300 attendees expected, exceeding last year’s event.

The agenda reflects the issues shaping the business right now, including Farm Bill developments, EPA backlog and PRIA 6, ESA implementation, and emerging areas like biopesticides. The conference also provides a chance to connect directly with customers, suppliers, and partners across the value chain.

If you are not able to attend, follow CPDA on LinkedIn for updates throughout the week.
