BIANYS Executive Director Marc Alessi traveled to Albany to meet with Senate and Assembly leadership about the startup ecosystem in New York State and BIANYS' role in providing the coordination of BIANYS membership, as well as increasing funding for certified incubators and regional Hotspot programs.
|
|
BIANYS Legislative Priorities
1.) Funding BIANYS’ role in providing statewide coordination of the State’s 10 Hotspot Regional Incubator programs and 20 certified incubator programs, as well as the non-State funded incubators that are part of BIANYS.
2.) Increase the funding for the 10 Hotspot Regional programs from $250,000 to $300,000 to reflect the inflationary pressure on the programs. This funding has not increased since these programs launched almost 10 years ago.
3.) Increase the number of State Certified Incubators from 20 to 30 and increase the allotment for each Certified Incubator from the current $125,000 to $150,000 to reflect the inflationary pressures on these programs over the past 10 years.

Long Island Life Science Acceleration
Under this RFA, Empire State Development will select a group of partners – one Applicant – to create an accelerator program to support scalable companies developing life science companies with long term growth potential on Long Island, leveraging synergies with current and future assets in the region. This Program will include a competitive application process to an accelerator, culminating with a venture competition where beneficiary companies present their product, service, or technology to a panel of expert judges, to secure prize money (investments) or in-kind services.

I-Corp Next Steps: A proposal for a new innovation development program for life science researchers -Nature Biotechnology
Biotech startups benefit society by solving unmet scientific and medical needs, but more can be done to move their technologies to market more quickly.
I-Corps has achieved notable success, helping to launch 1,377 startups that raised $1.5 billion over nine years. The I-Corps approach has been groundbreaking, popularizing the idea that having better technology alone was not a sufficient predictor of success. In the I-Corps process, solutions to real problems validate the market. Technology is useful only if its application answers a need for the user or buyer. I-Corps teams focus on ‘product–market fit’ (PMF). After conducting 100 targeted interviews over seven weeks, teams determine whether they have a product that the market will demand, and gain an initial understanding of the business model. They report whether their project is a ‘Go’ or ‘No go’. No go projects are celebrated as examples of disciplined hypothesis exploration resulting in an informed decision that avoids wasting resources. But then, the I-Corps training is over. What happens to the Go projects, the promising startups sourced from this program? Completion of I-Corps is just the end of the beginning.
I-Corps alone cannot provide sufficient guidance for its potential startups. We propose the creation of a Post-I-Corps Program (PIP) modeled on the top academic and private sector accelerators, dedicated exclusively to I-Corps graduates.

Applications are Open | Technology Commercialization Fund Base Annual Appropriations National Laboratory
TCF is a nearly $30 million competitive funding opportunity managed by OTT and designed to accelerate the commercialization of promising energy technologies with the ability to impact today’s most pressing climate challenges. One of TCF’s ongoing goals is to foster strong partnerships between the National Labs and the external entities that bring energy technologies to the marketplace. Partners may include private companies, state or local governments (or entities created by a state or local government), colleges, universities, tribal entities, or nonprofit organizations.

In its 27th year, the NREL Industry Growth Forum (IGF) is the longest-running event of its type. It allows cleantech entrepreneurs, investors, and experts from industry and the public sector to build relationships, showcase innovative technologies, and identify creative business solutions. The 2023 IGF will be held on May 2–3, 2023, at the Hyatt Regency in Denver, CO.

Manufacturing Grants | Applications are now open
Application Period Closes February 15
Eligible Applicants: New York State not-for-profit organizations that partner with at least one New York State small to medium-sized manufacturer in any stage of maturity.
Eligible Partner Manufacturers: Each manufacturer (industry partner) identified in the application will need to evidence:
- At least one physical establishment in New York State, and no more than 500 employees across the entire firm or enterprise worldwide;

Registration with Dun & Bradstreet evidenced by a D&B account number. The D&B profile must include a manufacturing North American Industry Classification System (NAICS) code. See guidelines for list of eligible NAICS codes
- At least 4 awards will be granted to projects in which the industry partner is a startup manufacturer who does not request funds towards the cost of purchasing equipment.

Launch1000 is a comprehensive, self-paced, online, entrepreneurship program offered in partnership with Westchester County. During the 6-10 month program, participants are guided through an action-based accelerator where they walk their idea through a step-by-step framework to test, validate, de-risk, and/or launch their venture faster.
Launch1000 is open to any Westchester County resident, is industry-agnostic, and is offered in both English and Spanish.

SOSV’s IndieBio NY debuts new 25,000 sq. ft. office, lab and event space | 7 Penn Plaza in NYC

IndieBio NY is an expansion of IndieBio SF, the world’s leading startup development program for founders in food and ag tech, bio-engineered materials, therapeutics, and diagnostics, among many other sectors. In other words, IndieBio serves founders who want to “save lives and save the planet.” Startups that join IndieBio receive SOSV’s initial investment of up to $525,000 and work alongside the IndieBio team for 4-6 months to refine their product as well as develop and fundraising strategies.

Opening: Queens Tech Incubator
|
|
The Queens Chamber of Commerce and the Queens Tech Council anare seeking applications from tech companies who are interested in office space as part of the Queen Tech Incubator. The Queens Tech Incubator will launch with space at the Greater Nexus in Jamaica, a recently opened 10,000 sq. ft. co-working space managed by the Greater Jamaica Development Corporation. There are plans to open incubators in the Rockaways, Forest Hills, Long Island City and Flushing in the coming months.
Applications to the Queens Tech Incubator will be reviewed and selected by members of the Queens Tech Council. Companies chosen will have access to complimentary office space, mentorship opportunities from existing Tech Council members as well as resources provided by the Small Business Resource Network (SBRN).

Governor Hochul Announces Launch of $30 Million Pre-seed and Seed Matching Fund Program
|
|
Governor's new Technology Innovation Matching Program. As you know, the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs are competitive federal programs that incentivize small businesses to engage in research and development with the potential for commercialization. Currently, more than half of states have a matching grant program for their SBIR and STTR applicants. New York does not, placing our state at a disadvantage when it comes to attracting and generating innovation investments. To remedy this, the State is creating a Technology Innovation Matching Program, which will provide $6 million dollars in matching grants for New York companies applying for SBIR and STTR funding. This additional matching investment from New York will support the growth of small businesses and the development of new scientific advancements, while simultaneously creating jobs and keeping New York competitive.

Catalyzing the Carbontech Ecosystem
- Carbon Capture, such as atmospheric (e.g. DAC) or point source (esp. from hard-to-decarbonize sectors).
- Carbon Conversion to Added-Value Products, such as CO2 mineralization into building materials, CO2 conversion to fuels (e.g. SAF), and chemicals (and related feedstocks like syngas).
- Carbon Dioxide Removal (CDR), such as ocean alkalinity enhancement, enhanced rock weathering, etc.
- Enabling Technologies, such as Measurement, Reporting and Verification (MRV) systems for carbontech (software and/or hardware), financing and insurance, carbon markets.
The program is appropriate for all startups globally with a Technology Readiness Level (TRL) of 4 to 7, actively investigating product-market fit and seeking partnerships.
