Dear Larchmonters,


During these winter months we starting to prepare for a very exciting spring and summer. 


We have been working closely with the Flint Park Conservancy to get ready to begin our renovation of Flint Park. Phase 1 of the restoration is underway and includes the installation of a beautiful new playground and outdoor fitness area, basketball courts, tennis pavilion building with a café and community space, and a turf renovation and expansion of Alma field. The proposed playground looks amazing!

Also underway are plans for renovations of Willow Park, including a new playground configuration, new swingset, a new combination playground structure for ages 2-5, a new basketball court, and new fencing around the perimeter of the park! Staff is working to finalize vendors for each component of the upgrades in hopes of having a new playground by late Summer 2023. Thank you to the Friends of Larchmont Parks for their generous support of this much-needed park upgrade!




Land Use Process Improvements

On Monday night, February 7, the Village Board continued its public discussion of land use process improvements through public hearings for two proposed laws. These changes have been proposed in connection with the Village’s review of its land use application process. The goal is to improve and simplify that process for residents, and this is the first step in making changes to accomplish that goal.


The two proposed local laws remove the pre-submission conference requirement, increase the threshold for site plan review so fewer applications will need to go before the Planning Board, and clarify that repairs in kind do not need to be submitted to the Architectural Review Board for review.

We are also asking anyone who has participated in our land use application process to please provide any feedback that they have on the process by email.  Please send your feedback to newsletter@villageoflarchmont.org with the subject “Land Use Feedback.” Please include as much detail as possible, as well as the address of the property that was the subject of the land use application

 

The Board is committed to improving the land use review experience for all residents and property owners, and welcomes feedback to ensure we consider all concerns and suggestions.  



FY 2023-24 Budget Process is Underway


We have begun our budget process for the next fiscal year. The budget is how the Village Board sets our priorities for the next year. On Monday night, February 06, 2023, the Village Administrator presented the First Pass revenue and expenditure estimates to the Village Board and the Finance & Budget Committee. The Village's finances at the six-month mark of this fiscal year were presented, along with projections that focused mainly on expenditures for FY 2023-24, including dramatic increases in health insurance, retirement costs, and shared community services. "Future of Flint" Restoration Plan Underway for Flint Park

The Flint Park Conservancy is excited to announce its “Future of Flint” restoration plan. The Flint Park Conservancy has partnered with the Village of Larchmont to develop a three-phase plan for a $5M capital campaign to renovate core amenities at Flint Park, the largest park space in the Village of Larchmont. Phase 1 of the restoration is underway and includes the installation of a beautiful new playground and outdoor fitness area, basketball courts, tennis pavilion building with a café and community space, and a turf renovation and expansion of Alma field. For plans and details, please visit the Flint Park Conservancy website at www.flintpark.org.


Construction is scheduled to begin on the Future of Flint restoration plan Spring 2023 and will continue through the summer for the new playground, basketball courts and tennis pavilion building. We are extremely thankful to have secured private funding for these amenities from philanthropic community donors. Additionally, Flint Park Conservancy has worked with the Village to secure $1M in Westchester County funding for the renovation of Alma Field and is also grateful for additional financial support from our local Fields for Kids organization. Additional details regarding the timeline for the Alma renovation will be forthcoming.

2023 Tentative Assessment Roll

In accordance with Section 510 of the New York State Real Property Tax Law, the 2023 Tentative Assessment Roll has been made available to all property owners of the Village of Larchmont. New York State law requires all properties in each municipality to be assessed at market value or at a uniform level of assessment each year.

 

For anyone who would like to contest their new assessment, the grievance documents are available on the Village Assessor’s webpage. A formal grievance must be submitted on or before Grievance Day, Tuesday, February 21, 2023. The physical form must be submitted along with three additional copies (four total).

 

Grievance Day will take place in Village Hall on Tuesday, February 21, 2023, from 5PM to 8PM. Signs will be posted.



OCRA Students Present on Single-Use Plastic Pollution Legislation

Mamaroneck High School Original Civic Research and Action (OCRA) students Katie Loga, Marion Karp, and Larissa Bertini chose to focus their three-year advocacy project on reducing single-use plastic pollution in our community. Last June, they worked with four local restaurants to help them test out alternatives to single-use plastic products for one month. At a recent Village Board work session, the OCRA students presented their "Pilot Project," including their findings from surveys of customers and interviews they conducted with the participating restaurant owners. The results showed that there is a genuine desire and willingness in our community to reduce plastic use where possible and practical. Other municipalities, including New York City and Westchester County are implementing laws aimed at reducing plastic pollution and waste from take-out food orders. At the January 23, 2023 work session, the Village Board adopted a resolution that the OCRA students had drafted which supports a proposed Single-Use Foodware Law which the Westchester County Board of Legislators will be considering in the coming months. If the law is passed, restaurants in our area will be permitted to provide cutlery, condiment packets, and containers in takeout orders only upon request of the customer. This change would generate a substantial reduction in plastic waste and would also yield lower costs for restaurants. 


2023 Larchmont Winter Farmers Market


Down to Earth Markets is running its 2023 Larchmont Winter Farmers Market every Saturday from January 7, 2023, through April 15, 2023, 8:30 AM - 1:00 PM at the Metro North Upper Parking Deck (Lot 3) at Chatsworth Avenue and Myrtle Blvd!


If you frequently use Lot 3 for weekend parking, please remember not to park in the designated spaces on Saturday mornings.

Sprint to Flint 2023: Looking for Volunteers


The Larchmont Sprint to Flint, a local 1 Mile and 5KM fun run and walk, will be held on Friday June 9 this year and is looking for volunteers to help organize the race in 2023! A variety of volunteer roles are available, and involve a commitment of a few hours a month (increasing to a few hours a week in the weeks leading up to the race). Please reach out to Rachel at LarchmontRun@gmail.com if you are interested to help with this great community event! 


-       Assistant Race Director (Support in administration/organizing the event, including being responsible for liaising with potential sponsors and helping to secure important funding and support for the event)


-       Marketing Coordinator (Helping to market the event to the local community, including liaising with local media)


-       Schools Ambassadors for local schools, including Murray, Chatsworth, Central (helping to spread the word about Sprint to Flint within local schools!)



-       Volunteer Coordinator (starts from May 2023 - Helping to source and manage volunteers for the week leading up to and including the day of the event)
