Dear Ward 4, February has been a very busy month, with the celebration of Black History Month and the celebration of the Dominican Republic's Independence Day. I have responded to several concerns from lights being broken to pot holes needing to be filled. We had our first Ward 4 meeting via Zoom on February 28th, and we will continue to have Ward meetings as well as be present in the community as much as possible. We had our first Coffee Hour which was at April's on February 29th. If you weren't able to attend, there will be many more opportunities, and I would also love to meet you for a one on one. Was delighted to join Senator Edward J. Markey as well as Councilor Brian LaPierre, State Rep Jenny Armini and Mayor Nicholson, as Senator Markey and other local leaders advocated for an extension to the Affordable Connectivity Program. We need to make sure everyone who needs internet access is able to get it at an affordable price.


During School Vacation, I joined fellow City Councilors Coco Alinsug, Obed Matul, Pete Meaney, DA Paul Tucker, and School Committee Member Sean Reid for a pizza party celebrating English High students who had built their 2nd boat. Huge shout out to Frank Grealish's Kayak and Sail Lynn Project at the Brickyard Collaborative.


The Black History Month Panel sponsored by City Hall was amazing, so happy that I was able to attend

Had the absolute pleasure of attending the NAACP North Shore Branch's first Annual Symposium, State of the Region this morning. Huge shoutout to Dr. Kenann McKenzie-DeFranza, and her wonderful team for putting this together. The speakers were absolutely amazing. Thank you for having this in Lynn. Essex Street Reconstruction

 

The City of Lynn is working with a transportation design and engineering firm to develop plans to reconstruct Essex Street from Joyce Avenue to Eastern Avenue. The objectives of this project are to enhance safety, accessibility, and operations for all users through the full reconstruction of the corridor. The corridor has experienced an excessive number of crashes, with four of the intersections in the corridor listed in the MassDOT Statewide Top 200 High Crash Location List.


This project encompasses approximately 1 mile of Essex Street to include roadway pavement reconstruction, bicycle and pedestrian improvements, drainage improvements, improved design for traffic operation and safety, and new signs and pavement markings. The reconstruction project will also seek to improve access, convenience and reliability of bus transit along the corridor.


The Essex Street project is a $20 million project, and is programmed for funding through State Transportation Improvement Program (STIP). The project is currently funded for Federal Fiscal Year 2024, and therefore we expect construction to begin in 2025. The STIP is a five-year investment program that prioritizes federal and non-federal funds for improvements to our roadways, bridges, transit systems, and bicycle and pedestrian facilities throughout Massachusetts and in in collaboration with the City of Lynn.


The City hosted the second of several public meetings on Wednesday, February 28th at 6:00pm, located at the Ingalls Elementary School Cafeteria. This will be an opportunity for the community to review a preliminary concept plan and offer comments for the project.


Open Houses will also be held February 29th from 11:00am to 1:00pm at Lynn City Hall, Room 302 & March 6th from 5:00pm to 7:00pm at the Ingalls Elementary School Cafeteria.
