Council Update
We had two City Council meetings last month. Here is a recap of some of the items we voted on. We adopted an ordinance amending Chapter 24 of the Municipal Code to preclude additional short-term rentals in all zoning districts outside of the City’s Coastal Zone. We adopted a resolution approving a plan of finance, in an aggregate principal amount not to exceed $20,000,000, to finance and refinance a 43-unit, 100% affordable residential rental project located at the northeast corner of College Boulevard and North River Road. This is simply a fiscal formality for the developer, there is no fiscal cost or responsibility for the city. Additionally, we approved an ordinance to amend Chapter 14C of the Oceanside City Code to: 1. Change the applicability and reservation requirements for residential projects from three units to projects of ten or more units; 2. Increase the requirement to reserve housing for low and/or moderate-income households from ten percent to fifteen percent; 3. Require that reserved units within a multifamily residential project provide for a proportionate unit mix, based on bedroom count, as to the market rate units, be dispersed throughout the residential project, and have access to the same amenities as market units; and, 4. Clarify the use of Accessory Dwelling Units (ADUs) as an alternative housing type that may be incorporated into a single-family residential project to satisfy such inclusionary housing requirement. To ensure Council actions do not have a negative impact on the city, I requested an annual review of the impact of this ordinance be presented to Council.
We also approved an ordinance to renew the Oceanside Tourism Marketing District (OTMD) and conduct the first reading. Our next Council Meeting will be held on February14th at 5:00pm.
Getting out in the Community
I attended various community events/meetings in the month of January. Here is a recap of them. The Oceanside Chamber of Commerce held their monthly Emerging Issues forum where we heard from Dr. Gene Ma, President & CEO of Tri-City Medical Center, to get an update on TCMC, their partnership with UC San Diego Health, and recent challenges they have faced. As the city liaison to the League of California Cities, I was selected to join the Public Safety Committee. We met multiple times as a committee last month. Additionally, I am a new Board Member for North County Transit District, we also met earlier last month. The North San Diego County NAACP hosted their Annual Dr. Martin Luther King, Jr. Prayer Breakfast and Day of Service event where nominees were honored and the winner was announced for the City of Oceanside Dr. Martin Luther King, Jr. Community Service award. Congratulations to Beatriz “Bea” Palmer on this well deserved award.
Furthermore, the Utilities Commission met where we heard updates on the San Diego County Water Authority, our water/sewer and solid waste & recycling rates, and received the Sewer Report. Oceanside Police Department held a promotion ceremony where many officers received well deserved promotions. The Police and Fire Commission met last month and we received department updates from Chief Sadler (OPD) and Chief Parsons (OFD). The Oceanside Chamber of Commerce also hosted their Rising Star of the Month Breakfast, this is always an inspiring event to attend.
