February 2026

Greetings!

I’m pleased to share an update on behalf of your Doctors Manitoba Board of Directors on issues that may be important to you as a member. It’s been a busy few months as our Board and staff focus on supporting all of our members – medical learners, physicians, and retired physicians – to ensure you have the support and resources you need.

Thank you for all the work you do to care for patients across our province.

Reminder: Annual Survey

If you haven’t already, please complete our annual physician survey by February 28. If you’ve already completed it, thank you.

Your feedback helps to set our priorities, guide our advocacy, and improve how we serve you. This year, the survey also focuses on priority issues that should be tackled in the next Physician Services Agreement.

Minister’s Visit

In January, the Minister of Health, Uzoma Asagwara, met with our Board to discuss a variety of topics important to the medical community. The Minister took the time to listen and share candid feedback, and we’re optimistic about seeing action on some of our priorities.

Electronic Records: The Board raised the concern about rolling out an electronic patient record, or EPR, in Manitoba. The Minister confirmed the plan is to roll out EPRs to all hospitals by the end of 2027. Board members emphasized the need for physicians to be updated about these plans, and reinforced that physician input should be invited to help shape the implementation and ensure new digital tools result in less administrative burden.

Diagnostic Imaging Backlog: Concerns about the long backlog at Diagnostic Imaging central intake were raised with the Minister, noting that it can take weeks or longer than a month for a requisition to be processed after it is received. This results in delays for patients, and leaves physicians manually tracking requests to ensure they aren’t lost when faxed. The Minister made it very clear they want to “axe the fax” to allow for more reliable and transparent transmission of requisitions, and to reduce lengthy imaging wait times by adding more technologists and technology to help streamline care. They said they are expecting decreases in wait times this year.

Team-Based Care: The Board described how team-based care in physician practices makes a real difference for patients. From family medicine to various specialty practices, team-based providers help improve access, improve quality, and extend physician reach. The Board expressed physicians’ optimism that the government promised 250 team-based care providers during the 2023 election, and our hope to see progress in the upcoming provincial budget. The Minister was very interested in the benefits of team-based care, especially in specialist practices, and committed to learning more and looking into the government’s plans.

ER and Urgent Care Challenges: Long wait times get a lot of attention, and the Board emphasized the complexity of the issue. In some ERs or urgent care sites, there are long stretches with single physician coverage for the department and entire facility. Access block, reflecting inadequate inpatient capacity, as well as limited access to diagnostics after hours were also highlighted. The Minister responded by saying the government has not seen the progress they want, and that the ER closures in Winnipeg made the situation worse, noting that many hospital resources were “gutted” as part of the closures. They explained recruitment continues to be a challenge, and hoped to work together with Doctors Manitoba to improve doctor recruitment and retention in ERs and urgent cares.

Adopting Latest Medical Advances: The Minister also learned about how retention becomes more challenging when Manitoba falls behind on adopting the latest technology, treatments, or standards. An example of HPV Screening was provided, which has become a best practice in other provinces by augmenting and replacing traditional cervical cancer screening approaches.

2026: Year of Retention

While physician recruitment is picking up, with a record net gain last year, Manitoba still lags behind when it comes to retaining physicians. This was a key focus of a recent presentation by our President, Dr. Nichelle Desilets, at a recent event hosted by the Manitoba Chambers of Commerce. With more than 300 business and community leaders in attendance, Dr. Desilets explained the key to improving the health system lies in improving the retention of doctors and other providers. Read more about the presentation here.

As always, our staff team wants to hear from you about how to improve retention. Share your views by emailing practiceadvice@doctorsmanitoba.ca.

Physician Services Agreement Prep

Every specialty has now had a town hall with our Practice Advice and Compensation team to discuss their concerns and priorities as we look ahead to negotiating the next Physician Services Agreement (PSA). The current PSA doesn’t expire until 2027, but given the diversity and complexity within the medical community, we start preparing early to ensure our team can connect with all specialties and physician groups.

During these town halls, our team shared the current political and economic outlook, one that is expected to remain tight and challenging from a fiscal perspective over the next few years. Economic uncertainty continues to be a theme due to international trade pressures. While there remains a commitment to improving health care, new funding is expected to be very limited.

Your feedback is helping to chart a path forward, to ensure we can negotiate the funding and resources needed to support physician services and excellent patient care across Manitoba.

You can share your concerns and ideas directly with the team by emailing practiceadvice@doctorsmanitoba.ca.

Futures Thinking

Last November, the Board held a retreat to learn more about futures thinking. This approach goes beyond the typical four- or five-year cycles we see in funding agreements, government mandates, or strategic plans and looks at an extended horizon of 10 to 30 years. While longer timespans have much more uncertainty, thinking ahead in this way can be useful to anticipate what might be coming that could impact physicians and our patients.

The Board was inspired by this approach, and will be applying “futures thinking” to our work on your behalf, to help us be more forward thinking in all we do to represent the profession.

Save the Dates

May 1 is not only National Physicians Day, it’s also our Annual Awards Gala. Save the date for the signature event of the year for the physician community. We revealed our Resident of the Year, Dr. Tegan Turner, during Resident Doctor Appreciation Week, and we will be unveiling the rest of the 2026 winners later this month. Please join us in celebrating at the Awards Gala May 1 at the RBC Convention Centre.

April 15 is our Annual General Meeting. This year, we will be hosting it in Portage la Prairie, with a virtual option for those unable to attend in person. Please hold the evening for this event, which will include updates from our outgoing President Dr. Desilets, and our CEO Theresa Oswald. We will learn who our President-Elect is for the year ahead.
