County Council Luncheon
Feb. 19 at Swarthmore Inn
The League of Women Voters of Delaware County invites everyone to come to their annual luncheon with County Council on Feb. 19 at Noon at The Inn at Swarthmore, 10 South Chester Road, Swarthmore, PA.
This is a perfect chance to meet with members of Delaware County Council, including new Councilwoman Joanne Phillips, and talk about issues that affect the county: the voting process, the county prison system, the county health department, plus other issues you feel are important. The presentation Empowering League Issues: Federal Judiciary, Immigration & Privatization of Health Care is being offered via Zoom Tuesday, Feb. 17, at Noon. LWVCDC will share information about the recently adopted Federal Judiciary position (see below) and examine two League of Women Voters (LWV) positions concerning immigration and health care in need of updating as they pertain to the LWV Program.
Presentation Highlights include:
- What is 'LWV Program' - issues chosen by members at the local, state and national levels for study and action throughout he year.
- Sharing of the LWV's newly adopted Federal Judiciary Position and information about the use of the Shadow Docket of the US Supreme Court.
- Review of the current LWV immigration position and a proposed concurrence to update the position that will be voted on at the LWV National Convention in June.
- Review of the current LWV Health Care Privatization position and a proposed concurrence to update the position concerning health care that will be voted on at the LWV National Convention in June.

The Newly Adopted LWV Position
on the Federal Judiciary
The League of Women Voters of the United States (LWVUS) believes that all powers of the US government should be exercised within the constitutional framework of the balance of powers among the three branches of government. The League believes that, within the bounds of the US Constitution, the overarching principles of transparency, accountability, independence, and ethics are essential to foster public trust in the federal judiciary and adherence to the rule of law, the essence of our constitutional democracy.

LWVUS Webinar: Immigration & Healthcare
This US League of Women Voters (LWVUS) webinar How Legislation and Policy Changes Are Impacting HealthCare: Practice and Access for Immigrants and their Families being offered on Wednesday, Feb. 4, via Zoom at 7:15 PM will explore how the two topics of immigration and health care share information and identify a joint project for members of the LWV.
The LWV Health Care Reform Group and the LWV National Immigration Interest Group are stating that currently in our Country there are too many immigration raids, and not enough (affordable) health care.

| | Join protest at Citizens Bank in Drexel Hill, Feb. 7 | | |
Pennsylvanians are joining in coalition to send a message to Citizens Bank and raise awareness about Citizens Bank's role in supporting for-profit detention centers. On Saturday, Feb. 7, at 11 a.m., join the peaceful protest at the Citizens Bank located at 7901 N. Lansdowne Ave. Drexel Hill, PA 19026.
This one hour protest is being coordinated by Delco Indivisible. Citizens Financial Group, through subsidiaries like Citizens Bank, has long financed decades of abuse, neglect, forced labor and fraud. Companies like GEO and CoreCivic have caused widespread harm- including wrongful deaths, medical neglect and exploitation.
Here in Pennsylvania GEO operates the Moshannon Valley Processing Center, the largest ICE detention facility in the Northeast. Moshannon is located about three and a half hours from our area.

The International Relations Study Group of the League of Women Voters of Central Delaware County has been active for years studying different countries, meeting monthly on the second Tuesday at 12:30 pm. To generate discussion the group uses the Great Decisions Briefing Book resources put out by the Foreign Policy Association.
The February 10 discussion will be held at 12:30 PM at 6 Michele Drive, Media, 19063. The discussion will be a review of Chapter 1 of 2026 Great Decisions titled America and the World: Trump 2.0 Foreign Policy: Examining an "America First" approach and its risks.

The League of Women Voters has stated that “It is time for all of us to stand up, speak out,” and demand an end to heinous actions that are violating our Constitutional Rights. “No agency or elected official is above the law. Democracy cannot endure when its government uses violence to silence dissent and evade accountability.”

| | County Election Board Consolidates 43 Precincts | | |
Thanks to our new member and Observer Corp volunteer Karen Garcia, the League had a ring-side seat to the January 29 Delco Election Board meeting. The three-member board, chaired by Ashley Lunkenheimer with John McMeekin and Scott Alberts, was recently appointed to a new term by County Council.
The Board started the year off by concluding the consolidation of 43 precincts. This process, over several years, involved reviewing sites, notifying impacted voters, hearings before the Court of Common Pleas and approval by the PA Department of State. James Allen, Director of Elections, updated the Board on the new precincts, 13 of which are in Upper Darby. A listing of the new precincts, their numbers, and polling locations is scheduled to be posted on the Board of Elections website by Feb. 1.
The Board also adopted the staffing proposal for the consolidated precincts. The issue is where poll workers will be reassigned. Workers will cast lots as the first step in the rehiring of previous Election Day staff for the consolidated precincts.
Of the 409,967 registered voters in Delaware County, approximately 13,000 were identified as “inactive,” according to Crystal Winterbottom, chief clerk of Voter Registration. The Bureau sent notification letters to inactive voters on January 5. If recipients do not respond to the bureau, their voter registration will be terminated.

During the month of February, the League of Women Voters (LWV) reaches out to our members to ask the question – Do you want to get more involved in the work of the League of Women Voters? This month is when local Leagues begin to develop our local program and build our annual budget.
In League Lingo:
- BUDGET - outlines projected income and expenses based upon activities anticipated for the coming year. Local League budgets include both the Operating budget and Education Fund dollar amounts.
- PROGRAM - concerns issues chosen by members at the local, state and national levels for study and action usually in January/February to be forwarded to the state and national League.
Both the Local Program and our Annual Budget are voting items during our Annual Meeting which occurs in the Spring.

On July 4, 2026, our nation will commemorate the 250th anniversary of the founding of the United States – the U.S. Semiquincentennial celebration. Congress created The U.S. Semiquincentennial Commission and its America250 Foundation.
Many interesting events are happening here in Delaware County, like a presentation by a historical impersonator of female Buffalo soldier Cathay Williams at Neumann University on Feb. 5 and a presentation by the Delco Chamber Orchestra on Feb. 15. also at Neumann.
