Ribbon Cutting Ceremony
As part of its Housing Development Program, KCEOC Community Action Partnership recently finished building a new home for a Knox County resident. Jill House, technical assistance specialist II for Housing Contract Administration, represented KHC at the ribbon cutting ceremony for new homeowner Lenda in Woolum, Kentucky, on February 7, 2017.

KHC allocated $110,000 in HOME Investment Partnerships Program (HOME) funds, as well as $25,738 of Affordable Housing Trust Fund monies for the construction of several home buyer units.

HOME funds and Trust Fund monies help buyers, like Lenda, realize the dream of owning a home. These are important programs that are invested quality housing solutions for Kentuckians and strengthen our communities.

Other partners contributing to this development project are KCEOC Housing Development Program, Forcht Bank, Federal Home Loan Bank of Cincinnati, Fahe, U.S. Department of Agriculture, and the U.S. Department of Housing and Urban Development. 
 
2016 Electronic APR Reminder
The Annual Performance Reporting (APR) packet must be submitted electronically. The deadline for submission to KHC is Wednesday, March 15, 2017. All APRs submitted after the March 15 deadline will be subject to late fees. APR Packets are required for all rental projects that are within their compliance period. This includes projects allocated Low Income Housing Tax Credits (Housing Credits) and funding from the Risk-Sharing, HOME Investment Partnerships, and SMAL programs, as well as the AHTF.

Some fees have changed. Please refer to the new Compliance Monitoring Fee Schedule located on KHC's website, under Quick Links, Asset Mgmt, Annual Performance Reporting Tools dropdown.

KHC is now requiring all payments through our online payment system. You must log in to the Tenant Data Certification System (TDCS) to make the payment. The TDCS is available on KHC's website, under Quick Links, Asset Mgmt, Tenant Data Collection Initiative dropdown. Checks will no longer be accepted. KHC will consider special exceptions for submission of checks, but a request from the owner must be submitted in advance via email to Amanda Bess or Phyllis Clem, at [email protected] or [email protected], respectively. If the request is approved, please include a processing fee of $25.00 per check with the APR fee and the printed invoice from TDCS.
 
The APR consists of all the following items submitted and received at KHC by Wednesday, March 15, 2017:
  • Completed Owner's Annual Certification of Compliance (all funding sources).
  • Annual Operating Expenses / Income and Rental Rate Information.
  • Tenant Data Certification System - Building Status Report must contain all updated current resident information.
  • All online payments of fees must be received by 11:59 p.m. ET, Wednesday, March15, 2017.
Instructions for completing the 2016 APR are available on KHC's website, under Quick Links, Compliance, Asset Mgmt, Annual Performance Reporting Tools dropdown. These instructions provide checklists that help ensure documents are submitted by the appropriate submission method. Instructions are also located in the TDCS under the FAQ tab.

Public Hearing Notice
A public hearing will be held to obtain needs information for the 2017 Consolidation Action Plan for Kentucky's Block Grant Housing Programs.
 
The Action Plan is the Commonwealth's application and distribution plan for U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation (KHC) and the Department for Local Government are the agencies responsible for submission of the plan to HUD.
 
Kentucky is in the process of drafting the 2017 Consolidated Action Plan, and a public hearing is being held for the purpose of obtaining public input. Both written and oral comments will be accepted and where applicable, will be incorporated into the document.
 
The public hearing is scheduled for 9 a.m. ET Wednesday, February 22, 2017, at KHC's main office, 1231 Louisville Road, Frankfort. KHC's campus is handicapped-accessible. If you are a person with a disability, need information in an alternative format, or speak limited English and require special services at the public hearing, please notify Bernadette Hillman by Wednesday, February 15, 2017, so that arrangements for those services can be made.
