City government budgeting is a complex and on-going system of checks and balances that happens with the purpose of aligning available funds with programs and services. Although it’s important to balance the budget in accordance with state law, it’s also important that the City provides basic services such as public safety, street maintenance, recreation and more.

The Heart Improvement Program (HIP) Streets Master Plan is an initiative to revitalize the historic downtown core of Loveland, particularly focusing on a five-block area along 4th Street. Aimed at enhancing downtown's aesthetic appeal, functionality and business vitality, the plan includes comprehensive streetscape improvements alongside major infrastructure upgrades.


Throughout its development, the project prioritizes minimizing business disruptions, fostering community engagement and creating a vibrant, adaptable downtown environment unique to Loveland.

Transition to 100% renewable energy continues


In 2019, Colorado state lawmakers passed a series of bills mandating a statewide transition to renewable energy. The overall goal of those bills is to achieve 100% renewable energy for electricity generation by 2040, phasing out the use of fossil fuels, modernizing electric grids and promoting efficiency solutions that reduce overall energy consumption and demand.

Learn more about the Highway 287 Flood Mitigation Project


The Big Thompson River has experienced 13 damaging floods, with the most recent in September 2013 causing significant damage in the Loveland area, particularly near U.S. Highway 287.


This event prompted the creation of the Big Thompson River Corridor Master Plan in June 2019, which includes bridge replacement and retrofitting, stream restoration and floodplain improvement.
