Draft 2026 List of Priority Projects (LOPP)

Planning for and producing the Transportation Improvement Program (TIP) is a year long effort. It begins in earnest with the yearly adoption of the draft List of Priority Projects (LOPP). These draft priorities will be formally adopted in June. In turn these priorities will inform FDOT as it prepares the Draft Tentative Work Program later this year and the MPO's TIP early next year.

This year's LOPP includes all of the existing 2025 priorities. The only new addition is a transit maintenance building expansion to include a 50'X 50' shop with two bus bays for future fleet expansion as called for in the 2023 Transit Development Plan Major Update.

In addition to the road projects listed above, the draft LOPP also includes the widening of CR-512 between I-95 and downtown Fellsmere as the MPO's #1 Regional Priority and 16 bicycle and pedestrian projects identified in the MPO's Bicycle and Pedestrian Plan.

2026 Transit Development Plan (TDP) Annual Update is Released!

Each year to remain eligible for state transportation block grant funding, the MPO completes an update to its Transit Development Plan (TDP). The 2026 TDP Annual Update is a progress report on the most recent TDP Major Update, which serves as a 10-year strategic plan for the transit system. The annual update assesses performance measures for the outlined goals and adds a new 10th year to the TDP.

The 2026 TDP Annual Update highlights the robust growth of the GoLine system that we experienced in FY 24/25, reaching a new record of almost 1,600,000 passenger trips. In addition, we saw explosive ridership growth in the expanded operating hours on weekday evenings, with total ridership after 5 pm up 78% compared to FY22/23 (the last full year without expanded evening hours)!

GoLine Highlighted by FDOT as the Most Cost-Efficient Fixed Route Service in Florida

(for the 7th year running!)

Call it "Groundhog Day all over again!" The GoLine once again has the lowest operating expense per passenger trip in the state of Florida, at $3.42 per passenger trip. In fact, our nearest competition is still $1.50 more expensive per passenger trip!

At the Indian River County MPO, we continue to find ways to expand the breadth of fixed-route passenger service and maintain our status as a fare-free system, while delivering for the Indian River County taxpayer a streamlined and accountable public transit system.

Draft Unified Planning Work Program (UPWP) for State Years 2027-2028

The MPO is funded through a consolidated planning grant provided by Federal Highway Administration (FHWA). As such, FHWA requires MPOs to prepare a program of tasks for a two year cycle every other year. This framework document is the Unified Planning Work Program (UPWP) ... pronounced Up-Wup.

Within the UPWP, the MPO’s planning activities are organized into tasks. For each task, the UPWP provides a project description, an estimated cost for the planning task, and an overall budget that identifies the total funding amount requested and a breakdown of total funding by source.

The FY 2026/27 – 2027/28 UPWP uses the same task structure as the current UPWP, which organizes the MPO’s planning activities into the following seven tasks:

1.  Administration and Management

2.  Data Development and Management

3.  Long Range Planning

4.  Short Range Planning

5.  Systems Planning and Special Studies

6.  Public Outreach

7.  Regional Activities

During the next two fiscal years (FY 2026/27 and 2027/28), the MPO anticipates undertaking a number of major projects, including performing major updates to several MPO plans. Summarized below are some of the major activities proposed for inclusion in the FY 2026/27 – 2027/28 UPWP:

  • Transportation Improvement Program (TIP)
  • Treasure Coast Regional Long Range Transportation Plan
  • Greenways Plan Update
  • Transit Development Plan
  • Bicycle and Pedestrian Plan Update
  • Community Transportation Coordinator selection
  • Transportation Disadvantaged Service Plan
  • Community Characteristics Report

If you have any additional planning projects you'd like to see added or prioritized in the UPWP now is the time to provide your input! Please reach out with comments or ideas to MPO@indianriver.gov.
