Rural on the Rocks

What a fantastic evening at Rural on the Rocks during the 2025 National Legislative Summit!


RCCA was thrilled to bring rural community college leaders together for meaningful conversations, networking, and advocacy.


It was great to see so many passionate voices coming together to support rural education and connect with policymakers.


Insights from the Alliance


Rural community and tribal colleges serve as vital centers of educational opportunity, providing access to general education, vocational programs, workforce training and serving as cultural hubs. The reduction or elimination of federal support threatens the ability of these institutions to fulfill their missions, potentially leading to program closures, staff layoffs, and diminished services for students. 


The potential impacts on rural education are particularly concerning. 


Recent executive actions and orders may alter the educational landscape, with profound implications for rural education and communities. One notable development is the administration’s plan to dismantle the U.S. Department of Education, aiming to shift control of education from the federal level to individual states.  


The Department of Education, responsible for distributing Federal Financial Aid, much much-needed federal funds, managing student loans, and setting accountability standards, plays a crucial role in supporting educational institutions across the nation. Its dissolution could lead to reduced federal funding for higher education, potentially resulting in job losses and diminished resources, particularly affecting low-income student support programs, tribal colleges and Hispanic serving institutions.


The Rural Community College Alliance (RCCA) has long advocated for policies that support the unique needs of rural educational institutions. The RCCA’s legislative agenda emphasizes the importance of federal support in ensuring access to quality education for rural populations. The recent executive actions stand in contrast to these priorities, posing challenges that could undermine the educational and economic vitality of rural communities. 


In light of these developments, it is imperative for stakeholders in rural education to engage in advocacy efforts, communicate the potential impacts to policymakers, and explore strategies to mitigate the adverse effects on rural educational institutions and the communities they serve.

Southwestern Swim Teams Achieve Fall Scholar All-American Team Award


"Southwestern Oregon Community College’s Swim Teams have made history, achieving the highest GPA for both the men’s and women’s programs in the NJCAA. Both the men’s and women’s swim teams have received the Scholar All-America Team award with 3.74 and 3.78 GPAs respectively. This recognition, awarded by the College Swimming and Diving Coaches Association of America (CSCAA), is a testament to the team’s unwavering commitment to excellence in both the classroom and the pool."

Updates to FAFSA


On February 4, the Department of Education published the 2026-2027 Free Application of Federal Student Aid (FAFSA) in the Federal Register, the first step in the FAFSA form development.


Currently, the Department has said that the FAFSA form is scheduled to launch on October 1, 2025, as is now mandated by the law, the FAFSA Deadline Act. In addition, this new form will be updated to reflect the gender identification potion to only include the options "male" and "female," therefore eliminating the "nonbinary" option that was featured in previous FAFA forms.

Grant Opportunity for Colleges and Universities: Truth Initiative’s Tobacco/Nicotine-Free College Program is offering up to $20,000 in grants to support the adoption or enforcement and implementation of a 100% tobacco/nicotine-free policy and promote quitting on campus.

Do you know of students who receive mentoring at your rural-serving community college? We want to hear from them!


Our team at CCRI is conducting a nationwide survey to amplify the voices of student mentees at rural-serving community colleges because we believe the needs of these students are meaningfully unique and are not well understood. We are looking for students who have received mentoring to take the 15-minute survey. This is the third phase of a three-phase study. A description of the rural learner mentorship study and what we learned through its prior phases can be found in our Data Note 2 for this project.
