AB: Update on AER Review of Administration Fee (Industry Levy) |
On January 18, 2022, the AER announced updates to industry levy calculations. The following new levies will be implemented in spring 2022:
· levy on pipelines based on pipeline classes determined by pipe diameter.
· levy on certain larger facilities. The levy would apply to 26 gas plants with approved inlet rates greater than 10 106 m3/day and 4 standalone oil sands facilities. The larger facility sector allocation will be prorated based on inlet rate for gas plants and by production capacity for standalone facilities.
Effective April 1, 2022, the AER will stop mailing paper copies of levy invoices to licensees and will send invoices by email only. Please forward your preferred corporate email address or addresses to AdminLevyReview@aer.ca by March 15, 2022.

AB: Drilling and Completion Cost Submissions for 2021 |
Under the Modernized Royalty Framework (MRF), companies are required to submit actual costs to Petrinex for the well activities of drilling, completion, re-completion and re-entry. Wells with an active status in 2021 or earlier are required to have actual costs submitted by April 30, 2022.
Any licences that do not have their actual cost submissions completed by April 30, 2022, will be subject to penalties.

SK: Private Land Checklist Update |
On January 12, 2022, the ER announced that an updated Private Land Checklist for the Ministry of Environment is available for download. Industry is to use the newest checklist to accompany the Well/Facility Licence Application effective January 1, 2022.

SK: Reporting Facility Obligation Project
|
On January 26, 2022, the ER reminded operators that the Reporting Facility Obligation project went live on December 16, 2020. As part of the project, industry will now be able to set permissions and preferences to receive notifications of the creation and maintenance of reporting facility obligations.

SK: 2022-02-08: Notice of Proposed Directive Amendments - Directive PNG036: Venting and Flaring Requirements & Directive S-20: Saskatchewan Upstream Flaring and Incineration Requirements

ER is holding industry consultations on the proposed amendments to Directives PNG036 and S-20 from February 8 to March 1, 2022.
ER will review feedback received in the preparation of final drafts of Directives PNG036 and S-20 to be brought forward for approval. The proposed amendments are expected to come into effect in the spring of 2022.

BC: LDAR reports due by March 31, 2022 |
On January 11, 2022, the BCOGC Methane leak detection and repair (LDAR) reports pertaining to the 2021 reporting year are now requested by March 31, 2022. LDAR has been moved to the eSubmission portal. Due to enhancements being made to the eSubmission, LDAR reports can be submitted after February 28, 2022.

BC: Montney Well Fluid Analyses Available |
The BC Oil and Gas Commission recently completed a four-month project to populate electronic records with Montney formation fluid information. This project gathered data from wells which commenced production prior to the eSubmission of fluid analyses, which began in March 2015.

BC: New Compliance Management Information System |
On Feb. 25, 2022, the BCOGC will be launching a new portal for managing industry compliance called the Compliance Management Information System (CM-IS). As noted in Industry Bulletin 2021-29, permit holders will see changes to how they receive administrative non-compliance notices.
In preparation for the release of CM-IS, permit holders should update user security roles in Online Systems. An online training recording from the session held on Feb. 8, 2022, is available on the BCOGC website.

BC: Disposal Well Dashboard Surveillance, Compliance, and Forecast Tool Now Available |
On February 8, 2022, the BCOGC introduced a tool called the ‘Disposal Well Dashboard’. This tool combines operational data and approval information into plots and data tables for wells approved and operating for disposal of produced water and nonhazardous waste.
Additionally, the Disposal Well Dashboard utilizes this data to estimate and display the remaining volume and data of disposal capacity fill-up. It also allows for the export of disposal well approval information in csv/Excel format.
