AER Bulletin 2019-02: Update to Disposition Renewal Applications
On February 14, 2019, the AER released Bulletin 2019-02, noting that the  Process for the Issuance and Maintenance of Applications/Amendments and Dispositions for Commercial, Industrial and Recreational Operations on Public Land document has been revised.

Disposition renewal applications no longer require a statutory declaration or affidavit. The updated Disposition Renewal Application form is now available on the AER website.

AER Bulletin 2019-04: Update to Survey Plan Requirements When Applying for a Reclamation Certificate
On February 25, 2019, the AER announced that disposition holders now have the option to submit either a survey plan or a sketch that was used to apply for, amend, or renew the surface rights. The new edition of the  Specified Enactment Direction 002 , which takes effect immediately, is available on the AER website.

Alberta Energy Information Letter 2019-05: Curtailment – Operator Baseline Production Determination
On January 31, 2019, Alberta Energy released amendments to the Curtailment Rules to address issues related to the production from freehold land and claims of long-term reservoir impairment resulting from production curtailment. Affected operators can apply for a production allocation adjustment.

AER: The IWCP Year 4 deadline - March 31, 2019
Licensees have until March 31, 2019 to achieve their Year 4, 20% quota of IWCP well inventory compliance. On April 1, 2019 the new quota begins. As an alternative to Directive 013 requirements, licensees may participate in the Area Based Closure (ABC) program to effectively and efficiently restore compliance. Wells that are part of ABC program are excluded from the AER IWCP inventory.

AER: AER Directive 039 Online Submission - OneStop Training Sessions
As announced in Bulletin 2018-33 , the reporting for benzene under D039: Revised Program to Reduce Benzene Emissions from Glycol Dehydrators is moving to OneStop. The AER is offering training sessions at the Calgary office between the 7th and 12th of March and at Edmonton office on March 14.

Saskatchewan: Environmental Evaluation Checklist for Oil and Gas Development Projects on Private Land
On January 30, 2019, the Ministry of Environment posted an updated version of the Environmental Evaluation Checklist for Oil and Gas Development Projects on Private Land in Saskatchewan  (Appendix B). This version is effective immediately.

BCOGC Industry Bulletin 2019-02: Commission Launches Mediation Service Pilot Project
On January 29, 2019, the BCOGC announced the launching of a one-year pilot mediation service for land owners in cases where land owners and companies are not able to agree on remedies for complaints and site restoration post permit.

BCOGC Information Bulletin 2019-02: Results of Commission’s 2018 Aerial Leak Detection Survey
On February 8, 2019, the BCOGC released information about the recently completed methane leak detection survey of 103 decommissioned oil and gas wells in the Fort St. John area. The Commission intends to continue this program annually, focusing on different areas throughout northeastern British Columbia.
