Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector (Vol. 3, Issue 41). As we close in on the end of FY21 and approach the beginning of a new fiscal year for the federal government, the two featured items in this week’s newsletter accurately reflect the overall dichotomy of views within this marketplace around the public sector’s use of Data & Analytics --specifically speaking, consumer data. On one hand, you have the DoD and the Intelligence Community making an open call to industry for a wide variety of data sources, analytic techniques, and technologies to meet the ever-evolving needs of the country’s national security operations. Conversely, the featured news article in the newsletter describes the more than twenty-year battle on Capitol Hill, and beyond, around the government’s use of individual's personally identifiable information (PII) within highly controversial “mass surveillance” systems.   • Broad Area Announcement (BAA) – Department of the Air Force, Air Force Materiel Command, AFRL -- Geospatial-Intelligence Processing and Exploitation (GeoPEX)  The Department of Defense (DoD) and the Intelligence Community (IC) intend to meet future customer intelligence needs through anticipatory analysis that is both robust and holistic. GEOINT encompasses all aspects of imagery and includes, but is not limited to, data ranging from the ultraviolet through the microwave portions of the electromagnetic spectrum, as well as information derived from the analysis of literal imagery; geospatial data; georeferenced social media; and information technically derived from the processing, exploitation, literal, and non-literal analysis of spectral, spatial, temporal, radiometric, phase history, polarimetric data, fused products, and the ancillary data needed for data processing and exploitation, and signature information (to include development, validation, simulation, data archival, and dissemination).
 
In other data news, on September 11th, Fast Company published an interesting article entitled, Senator Wyden reflects on 9/11’s Orwellian legacy: unprecedented mass surveillance. In this article, Alex Pasternack describes how twenty years ago, Senator Wyden (D-OR), whom many consider a “privacy hawk”, helped end an infamous post-9/11 program called Total Information Awareness … and he’s still trying to rein it in.

Governments around the world, many with far fewer protections for civil rights, have eagerly adopted its approach, along with its justification, as part of a putative global war on terror. And collecting this personal data has never been easier.
