Welcome to Carpe Datum’s weekly newsletter, the Fed Data Prospector (Vol. 3, Issue 32). While we are now officially into the “dog days” of summer and the heat index here in DC seems to keep climbing; however, we do have the Summer Olympics in Tokyo, Japan beginning this week. Similarly, the U.S. Federal Government’s procurement cycle for Data and Analytics Services appears to be gearing up for a fantastic finish to Fiscal Year 2021 (Sept. 30, 2021). While the parallels between the Olympic Games and federal contracting may seem remote, the ultimate winners in both endeavors receive gold … or at least something equivalent.   • Request for Information (RFI) – DoD/Defense Threat Reduction Agency (DTRA) -- Artificial Intelligence, Machine Learning, and Data Science Technologies to Support Countering WMD and Emerging threats  – This RFI is specifically directed at collecting information about AI/ML/DS technologies or capabilities being developed by commercial companies, universities, FFRDCs, and other organizations with applicability to DTRA’s mission and essential functions. DTRA will primarily focus development and use of AI/ML/DS technologies in the following mission areas: Improve situational awareness and decision-making for CWMD, CTN, and deterrence missions with the development of AI/ML/DS modeling and simulation, predictive analytics, and other capabilities; Develop or adapt AI/ML/DS capabilities that reduce the time for or automate the identification of CWMD, CTN, and deterrence terms, objects, activities, or entities in data; Develop or adapt AI/ML/DS capabilities that rapidly and efficiently deliver information to meet CCMD, other DoD or allied partner, and warfighter critical operational needs.
 
In other data news, on July 16th, Defense One published a fascinating and very germane story entitled, How the Intelligence Community Can Get Better at Open Source Intel.  In the article, the authors, Bob Ashley and Neil Wiley, describe how several factors make it harder to use publicly available information in all-source assessment than classified information.
 
  • “The private sector is witnessing a proliferation of commercial companies which not only provide unique data but also bundle that data with analytic tools that enable new and striking insights. Maximizing the utility of OSINT requires the open source community to partner with industry in much the same way that the GEOINT community currently partners with commercial imagery providers. We need an anticipatory policy that enables the IC to safely, effectively, and ethically team with the private sector to evolve critical open-source collection and analytic capabilities.”
