Welcome to Carpe Datum’s Federal Data Prospector (Vol. 3, Issue 14) newsletter. From our perspective, this past week has been quite impactful for the Federal Data & Data Analytics companies who regularly read this publication. First, with the passing of the American Rescue Plan, a cool $1 billion investment in the Fed’s Technology Modernization Fund (TMF) and other tech provisions, can only mean good things for our entire community. Secondly, it’s becoming abundantly clear that any companies that bring solid solutions and/or new innovations to the realm of Identity Management will get an audience with government clients. And, finally, reviewing the myriad of contracting opportunities in this newsletter, it would appear that the Federal Government’s buying cycle has swung into high gear. You know what we say to that … let’s go ... giddyup!

  • Request for Proposal (RFP) – Social Security Administration (SSA) Identity proofing and credentialing for EDS Authentication Requirement  – The contractor shall provide identity proofing technology Software as a Service (SaaS) solutions in the areas of Identity Proofing including but not limited to resolution, validation and verification, Risk-Based Identity proofing, Client Device Risk Assessment and out-of-wallet questions in support of the broader SSA DI vision. SSA currently has DI services in place and seeks to continue these services. The contractor shall provide the DI service requirements identified in this Statement of Work (SOW). The contractor shall not build or establish a new DI service.
 
In other data news, on March 10th, Federal News Network published an interesting article/interview entitled, CISA: ‘Identity is everything’ for cyber defense post-SolarWinds. In this article, the author, Jory Heckman, describes how the adversary behind the SolarWinds breach went to extraordinary lengths to remain undetected in affected networks, likely spending millions of dollars and thousands of hours to pull off a supply-chain compromise this sophisticated.
 
  • “Our takeaway from this at CISA’s space is that identity is everything now. We can talk about our network defenses, we can talk about the importance of firewalls and network segmentation, but really, identity has become the boundary, and we need to start readdressing our infrastructures in that manner,” Gazlay (Jay Gazlay, a technical strategist at the Cybersecurity and Infrastructure Security Agency) told members of the National Institute of Standards and Technology’s Information Security and Privacy Advisory Board."
