  • Request for Information (RFI) -- Integrated Information Intelligence (I3P) at the Marine Corps Systems Command (MCSC) – procurement of an OSINT tool designed to provide a capability for real-time analytics on diverse, rich, global, multi-language publicly available information (PAI) acquired through a managed attribution framework. Data sources were derived from across the social media spectrum and a number of commercial threat intelligence vendors. The current OSINT capability, named the Integrated Intelligence Platform (IIP), intended to enable an OSINT/Cyber Common Operating Picture with geographical and counterintelligence rendering, bolstered by modern artificial intelligence technologies (such as natural language processing, machine translation, etc.) intended to speed the OSINT Analyst’s ability to rapidly survey data, identify hidden trends, and produce actionable intelligence.
 
In other data news, on February 8th, Stanford Law School (SLS) News and Announcements published an interesting article entitled, Finding the COVID-19 Victims that Big Data Misses. In this article, the author, Edmund L. Andrews, describes how mobility data, which comes from smartphones and is relied upon by almost every public health organization in the United States, actually contains hidden demographic biases that ultimately under-represent the communities that may be most at risk. 
 
  • “The study, which will be published in the proceedings of the ACM Conference on Fairness, Accountability, and Transparency, also exposes the broader problem of hidden biases in the data that powers artificial intelligence (AI) models used in fields from criminal justice to automobile insurance. The challenge is that it’s difficult to cross-check the demographic accuracy of a dataset, especially at the most local levels, because it’s difficult to establish the “ground truth” against which it can be compared. The key innovation was to cross-check a cell phone mobility dataset used by many COVID researchers against actual measures of in-person traffic: precinct-level election day voting records."
