Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector (Vol. 3, Issue 39). With the month of September upon us, the Federal Government’s procurement process has officially entered into its “bell lap”. The pace and volume of the buying activity coming from most agencies ’ acquisition offices hits a fevered pitch during these next few weeks. Whether they are trying to fully expend their budgets for the current year or simply preparing for their new FY22 budget amounts, starting on October 1st, this time of year is always exciting and oftentimes quite rewarding.   • Pre-Solicitation – Defense Advanced Research Projects Agency (DARPA) -- Civil Sanctuary  The Defense Advanced Research Projects Agency (DARPA) is issuing an Artificial Intelligence Exploration (AIE) Opportunity inviting submissions of innovative basic or applied research concepts in the technical domains of human-computer interaction, dialogue generation, and intelligent agents. The Civil Sanctuary Opportunity aims to provide technologies capable of supporting the Department of Defense (DoD) humanitarian assistance efforts by facilitating online social environments where positive behavioral norms – those linked to the productive sharing of information, particularly during crises – are encouraged locally in user conversations through the use of multilingual AI moderators.
 
In other data news, on August 31st, Federal Computer Week published an interesting article entitled, New Labor Dept. office will focus on UI modernizationIn this article, Natalie Alms describes how the Department of Labor launched a new office to lead efforts to modernize and reform unemployment insurance (UI) systems, a benefit delivered through over 50 distinct systems at the state level. 
 
  • “The agency will give $140 million to states in the form of "fraud grants" administered by DOL's Employment and Training Administration. That money will cover the subscription costs for identity verification tools, the establishment, and expansion of data analytics, and the implementation of cybersecurity defense strategies. As part of that plan, DOL will work with states on identity verification via a blanket purchase agreement with three vendors for cross-matching technology that will verify the identity of applicants when they file for unemployment insurance and will flag any suspicious activity that comes up after someone has filed.”
