Welcome to Carpe Datum’s Federal Data Prospector (Vol. 3, Issue 5) newsletter. For all of us looking for a major turn-around in 2021, it might be time to re-calibrate just a smidge and focus instead on smaller, more incremental improvements in this new year! In the meantime, we noticed a significant increase in both relevant news articles/media announcements, as well as some very promising federal opportunities – so, we've got that going for us, which is nice.

Request for Information (RFI) – National Geospatial-Intelligence Agency (NGA) - Homeland Infrastructure Foundation Level Data (HIFLD) Business Points Data – the following geospatial requirements outline NGA’s request to extend foundational content by acquiring registered business records at locations where the primary use of the structure(s) and land is associated with the respective priority sector and feature type activities listed below in section 3.1.2. This geospatial content shall provide accurate locational data, and proper categorization of feature types in order to correctly identify, aid, and expedite response/recovery efforts to emergencies and natural disasters. The data shall NOT include businesses that are located in structures primarily used as residences (e.g. homes, apartments, condos) and businesses whose sole location is identified as a PO Box.
In other data news, on January 7th, Homeland Security Today published an interesting article entitled PERSPECTIVE: How Do We Find the Real Criminals? in which the author, Gary M. Shiffman, poses the question of how do public security professionals discover the most dangerous people so that they can invest their time in delivering the biggest impact?
- “Screening is the important idea — discovery of the unknown and successful criminal. Proactively fighting crime means finding good leads; the good leads come from good screening technology. This technology didn’t exist five years ago, but it does today, and I have seen the impact firsthand. Machine Learning has led law enforcement to leads on child exploitation perpetrators, drug traffickers, money launderers, and terrorist financiers. In a recent independent test, a Machine Learning platform was shown to have discovered 600 percent more criminal leads in a population than the leading name-matching list provider uncovered.”
