Request for Information (RFI) – Treasury/Internal Revenue Service (IRS) -- IRS Asset Locator Services – The IRS seeks the ability to effectively locate people and businesses, as well as their assets, both domestically and internationally, for individuals and businesses. To accomplish this, we need a tool that accurately consolidates data from various sources. The following data categories are mandatory: Aircraft; Bankruptcy data; Coast Guard data; Credit Bureau Header data, including last three addresses; Date of birth; Fictitious Business Names; Judgments; Liens; Real property records including Grantee/Grantor, historical record and tax assessor data; Secretary of State/State Corporation Commission data (e.g. incorporation details, officer/principal data, corporate asset data, etc.); Securities and Exchange Commission (SEC) data; Social Security Administration Master Death File; State Department of Motor Vehicle records; and UCC filings.
In other data news, on June 28th, Government Computer News published an interesting story entitled, Minimizing insider threats with open-source intelligence. In the article, the author, Paul Norton, describes how insider threats rank among the most challenging risks governments face. Trusted insiders under financial pressure, holding a grievance, or motivated by other factors can intentionally damage an agency.
- “Using open-source information at scale can be a game-changer. Success, however, will require government and industry working together strategically to update policies for collecting and using open-source data. It is also incumbent upon industry to engage government officials and provide updates about the latest technologies and best practices. At the tactical level, government and the vendor community can work together to identify and adopt the tools and processes for including PAI into a systematic insider threat risk management program.”
