However, despite the current global crisis, this week’s issue of Carpe Datum’s newsletter is packed with exciting, new contracting opportunities – so, please take a careful look at all of the information contained within the Current Opportunities & Solicitations section … we are confident that there is something in there for just about everyone!   Please take the time to share our newsletter with anyone whom you think might find it useful and/or interesting - Click here to subscribe.   Request of Proposal (RFP) – Department of Defense (DoD), Office of Naval Intelligence (ONI) – Global Trade Data Platform Software  - ONI requires an annual license subscription for a global trade data platform to provide Fleet and national decision-makers with in-depth knowledge of the maritime domain and the unique issues associated with it. ONI analysts require this data to conduct analyses of maritime strategic trade and cargo movement to enable decision making by most senior-level leaders in the U.S. government and where applicable, support law enforcement actions that could result in both criminal and civil penalties.    In other data news, on February 15th, Government Computer News (GCN) published an interesting article entitled, Rooting out fraud in government programs.  In this article, David Balaban describes how machine learning helps spot fraud, waste, and abuse (FWA) because it can not only automatically check massive amounts of data for signs of sketchy activity but also improve over time.   “Government administrators lack time and resources to fight fraud in ways they are accustomed to, that is, via anonymous tips, whistleblowing, and manual controls. Some face budget constraints and rely on crude technology for vendor screening. As a result, much of agencies' efforts are reactive and focused on the investigation after the fact rather than prevention, which minimizes the chance of recovering stolen funds and doesn’t prevent the snowball of fraud from growing … the key to fixing the problem is to automate as many repetitive and manual tasks as possible. Thankfully, this isn’t a matter of reinventing the wheel. The capabilities of modern fraud prevention systems have been yielding positive dividends for finance, health care, and e-commerce entities for quite some time. Federal agencies are starting to follow suit, but compared to businesses, still lag behind. ” The Carpe Datum Team
