Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with an opportunity from the U.S. Energy Information Administration (EIA), seeking a contractor to collect and compile data on utility-sponsored energy efficiency programs. This task involves agile project management, data collection, and report development to support EIA's vital role in energy policy and market analysis.

 

  • Department of Energy (DoE), Energy Information Administration (EIA) — Sources Sought: Energy Efficiency Data for EIA - EIA requires detailed data relating to energy efficiency utility program cost, incentives, as well as the associated energy and CO2 savings data and information for the National Energy Modeling System that meets or exceeds minimum specifications in the attached draft Performance Work Statement. The purpose of this task is to update EIA’s representation of utility-sponsored energy efficiency (EE) programs in our National Energy Modeling System (NEMS) and to ensure the associated energy and CO2 emissions savings and program cost-effectiveness data and reports are available to the general public.

 

In other data news, on April 8th, The Diff published an article entitled The Data Business, At Three Resolutions. In this story, Bryne Hobart explores the multifaceted landscape of the data business by focusing on three primary data applications: tracking everybody for broad behavioral trends, targeting a subset of people for relevant ads, and tracking individuals, raising privacy concerns. Despite the evolving data ecosystem, the article suggests that the same datasets are often repurposed across all areas in an effort to address challenges ranging from investment decisions to law enforcement strategies.

 

  • Tracking data to follow just one person. This is where things get fraught, and it's where a lot of privacy discourse is focused … Using data to target individuals is a big part, but not the only part, of what law enforcement and intelligence are doing when they buy this data. There are occasional uses in finance, like tracking private jets to predict pending mergers.”

Intent to Sole Source Identity Theft Resource Center (ITRC) for cyber data

OFR RAC requires cyber event data in order to analyze the risk posed by cyber attacks. Additionally we require accurate cyber event data to pair with our already procured data on cyber security ratings to calibrate models using that data. The Identity Theft Resource Center (ITRC) is the best source of these data because it has the most breadth and longest history of any similar commercially available dataset.

Login.gov pilot to include option for biometric verification

This effort comes after the agency’s previous notice of Login.gov’s plans to use an evidence-based identity verification system that follows National Institute of Standards and Technology guidelines. GSA said at the time that the offering of biometric identification would “complement Login.gov’s already strong anti-fraud capabilities” and protect against sophisticated identity fraud attempts and cyberattacks.
