Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the U.S. Food and Drug Administration's (FDA) solicitation for Internet Monitoring Services. The agency is actively seeking companies that can monitor the internet for illicit sales of FDA-regulated goods, including pharmaceuticals, medical devices, tobacco, food and dietary supplements, cosmetics, veterinary products, and biologics. The FDA is interested in identifying the sellers of illegal products, as well as those that enable the transactions, including registrars, hosting providers, and payment processors.

 

 

In other data news, on November 8th, Bloomberg Law published an article entitled Electronic Surveillance Bill Rekindles Data Policy Battle . In this story, Tonya Riley covers the bipartisan Government Surveillance Reform Act, which proposes limitations on the intelligence community's use of Section 702 of FISA, requiring probable cause warrants for searches of Americans' data. As the White House expresses concerns over operational feasibility, the bill sets the stage for a potential showdown between Congress and the administration, with implications for the commercial data industry.

 

  • Authorization of the Section 702 program will expire on Dec. 31, though certifications for targeted data collection do not expire until April. Under the most recent FISA reauthorization, enacted in 2017, orders in effect on Dec. 31, 2023, 'shall continue in effect until the date of the expiration of such order, authorization, or directive.' The senior administration official who spoke to reporters warned that does 'not mean the program is unimpeded,' and said legal challenges could ensue.”

USAHRC utilizes the information search platform to make timely casualty notifications, perform genealogy research on recovered remains, notify Soldiers of their next re-examination on the Temporary Disability List, locate Soldiers for awards and notify their next of kin for dissemination, locate Soldiers in the Inactive Ready Reserve (IRR) for screening and accountability in the event of a mobilization, and conduct background checks to prescreen applications for Active Guard Reserve, nominative assignments, eligibility for Sole Surviving Son or Daughter benefits and hostile fire area exemptions, review IRR population for criminal offenses which would require reporting to the Central Clearance facility, and verify derogatory information on Muster Security Questionnaires.

DHS Small Business Innovation Research (SBIR) FY24 Pre-Solicitation

The statutory purpose of the SBIR Program is to strengthen the role of innovative small business concerns in Federally funded R/R&D. Department of Veterans Affairs Awards TransUnion with Contract to Improve Veterans’ Experiences When Accessing Key Services

Veterans need to have trust in who is contacting them, especially when regarding their post-service benefits. With this in mind, calls from the VA will soon be branded and verified on both land and mobile devices, with the Department’s name and phone number. In a pilot program implementing these features, the Department of Veterans Affairs saw a 20% increase in its answer rate, while reducing the number of calls—indicating Veterans are eager to answer calls from the VA when knowing they are legitimate.

USDA hopes more data access will improve states’ SNAP delivery

USDA is expanding the data backbone behind the nation’s largest domestic food benefits program, the Supplemental Nutrition Assistance Program, in a bid to help states verify the income of claimants on the back end of systems more quickly. A new contract supporting this effort is one of several ongoing modernization pushes at the agency, which also includes proposed quality control rules and at least $15 million in grants.

Pentagon Sees Data as a Product Amid AI Development

The Defense Department wants to see data as a product as it looks to industry for help in identifying use cases for large language models and generative AI, according to its AI technology chief who spoke about its new AI adoption strategy. “We’ve talked about data as an asset, but what do you do with assets? You hoard them,” said William Streilein, CTO at DOD’s Chief Digital and AI Office (CDAO), at the AFCEA International and AFCEA Hawaii TechNet Indo-Pacific conference in Honolulu Tuesday. “This focus on data products is one of our key areas of emphasis as we move out with this strategy.”

Space Force plans FY24 update for space monitoring data ‘library’

The provision orders the White House Office of Management and Budget to assess how federal agencies gather and share often non-anonymized commercially available information (CAI), with a strong focus on data that includes personally identifiable information.

Section 702 of the US Foreign Intelligence Surveillance Act (FISA) enables the government to gather vast amounts of intelligence under the broad category of foreign intelligence information, without first seeking a warrant. The controversial spying tool is set to expire at the end of the year, so the intelligence community is worried.

The four-pronged approach includes the leveraging of data across agencies to get lower prices and better contract terms; negotiating software licenses on a governmentwide basis; avoiding waste by using proven methods for contract requirements; and getting better value from sole source contracts and other contracts that are high risk.

First look: Lawmakers' new bill seeks greater access to U.S. intelligence

Mike Gallagher (R-WI), who chairs the House Select Committee on the Chinese Communist Party, and Joaquin Castro (D-TX), who sits on the House intelligence committee, introduced on Thursday the Open Source Intelligence Availability Act.
