Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector.   • Department of Homeland Security (DHS), Customs & Border Protection (CBP) — Traveler Processing and Vetting Software (TPVS) 2.0 - The scope of this Performance Work Statement (PWS) is to procure the full range of life cycle services for the CBP PSPD suite of Traveler Processing and Vetting Software (TPVS) applications and related specialized equipment. CBP’s vision for the future is to transform the way travelers are processed, allowing CBP Officers to focus on purpose, intent, and behavior while maintaining situational awareness, rather than concentrating on administrative procedures and data entry. Increasingly incorporating and leveraging biometrics alongside biographic data is key to realizing the vision. A biometric-based approach allows threats to be identified before travelers arrive to the U.S., effectively extending our borders.

 

In other data news, on June 10th, 404 Media published an article entitled Airlines Don't Want You to Know They Sold Your Flight Data to DHS.  In this story, Joseph Cox describes how a data broker owned by major U.S. airlines quietly sold billions of passenger flight records -- including names, itineraries, and payment details -- to DHS, while contractually requiring that the government keep the source secret. The resulting revelations, obtained via FOIA, expose how CBP and ICE utilize airline-sourced data to support domestic investigations, raising fresh concerns about government surveillance, private-sector complicity, and the exploitation of the data broker loophole.

 

  • 'While obtaining domestic airline data—like many other transaction and purchase records—generally doesn't require a warrant, there's still supposed to go through a legal process that ensures independent oversight and limits data collection to records that will support an investigation,' Jake Laperruque, deputy director of the Center for Democracy & Technology's Security and Surveillance Project, told 404 Media in an email. 'As with many other types of sensitive and revealing data, the government seems intent on using data brokers to buy their way around important guardrails and limits.'”

DHS/CBP Commercial Solutions Opening - General Solicitation Release - Trade Solutions Pilot (TSP)

CBP will assess commercial solutions that integrate with CBP’s Automated Commercial Environment (ACE). The development and implementation of these private sector solutions, which will be conducted via a test environment within ACE, will enable CBP to explore how cutting-edge solutions already in use by the private sector may be leveraged by the U.S. government to streamline operations, promote cargo security and compliance, and secure tariff revenue.

The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Supply Chain Program Operations Systems Division (QSDDC), seeks quotations from qualified GSA Schedule contractors for a Commercial Off-the-Shelf (COTS) shipment tracking subscription service. The required subscription must enhance the Government’s ability to track shipped packages in real_x0002_time, standardize tracking data across multiple carriers, and reduce the internal burden of maintaining tracking integrations and codebases.

The U.S. Securities and Exchange Commission (SEC) requires a subscription to data and a web-based research platform for private and leveraged loan markets data.

Social Media Monitoring Tool

Administrative Office of the US Courts

The Office of Public Affairs seeks a tool to assist with scheduling posts for judiciary social media accounts as well as the systematic monitoring of popular social media platforms for judiciary-related topics, with particular interest in emerging issues, and information that could undermine the integrity of the judicial process. While members of OPA manually post to social media platforms to disseminate important information to the public and automatically run searches of major social media sites for targeted topic areas, there are sophisticated tools available that can help both publish posts and track social media mentions and trends in areas of interest to the judiciary.

The U.S. Department of Homeland Security (DHS), Immigration and Customs (ICE), Office of Acquisition Management (OAQ) on behalf of Homeland Security Investigations (HSI) Cyber Crimes Center (C3), intends to solicit from a single source under the authority of FAR 6.302-1 to TRM Labs, Inc. for TRM forensic software and support services to assist in criminal investigations.

Login.gov enhances federal digital security by implementing robust authentication and identity proofing mechanisms, while proactively monitoring for potential identity theft to mitigate cyber risks. A key aspect of Login.gov’s authentication  approach is utilizing a Source Issuer Verification service to electronically verify U.S. State-issued Driver’s License (DL) and Identity (ID) card data directly with the custodian of the record in real time at Login.gov’s request.

Planet Labs inks ‘seven-figure’ deal with NATO for AI-enhanced surveillance capabilities

Planet will supply NATO with “a specialized platform solution” that leverages its PlanetScope Broad Area Monitoring suite — a slew of capabilities that utilize high-resolution daily satellite monitoring and other data and analytic tools to detect any changes over a location — paired with its “new” AI and ML capabilities, according to a Thursday announcement from the company. This new capability will be used for both space surveillance and maritime domain awareness functions, the company said.

IRS isn’t checking the performance of its identity proofing vendor

The IRS isn’t doing quality control checks on the vendor-powered digital identity proofing that it requires taxpayers to pass in order to access many online IRS applications. Although the tax agency beefed up its privacy protections after its use of the company ID.me and face recognition technology caused concern for members of Congress and advocacy groups in 2022, the IRS isn’t evaluating ID.me’s work or independently verifying performance data, according to a new report from the Government Accountability Office.

US Dept. of Education launches crackdown on student aid fraud with new ID verification rules

The announcement marks the most aggressive anti-fraud policy shift at the Department of Education in over a decade and comes in the wake of a growing crisis. According to data compiled by Federal Student Aid (FSA), the rate of fraud through stolen identities has reached a level that imperils the integrity of Title IV of the Higher Education Act, the legislation governing federal financial aid. Recent figures released by FSA show nearly 150,000 FAFSA applicants have already been flagged for potential identity fraud in the current aid cycle alone.

Small Purchases, Big Risks: Shadow AI Use In Government

Powerful AI tools are now widely available, and many are free or low-cost. This makes it easier for more people to use AI, but it also means that the usual safety checks by governments — such as those done by central IT departments — can be skipped. As a result, the risks are spread out and harder to control. A recent EY survey discovered that 51% of public-sector employees use an AI tool on a daily basis. In the same survey, 59% of state and local government respondents indicated that their agency made a tool available, compared to 72% at the federal level. But adoption comes with its set of issues and doesn’t eliminate the use of “shadow AI,” even when authorized tools are available.
