Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with a Treasury solicitation seeking a global threat intelligence data platform. Their desired solution will provide access to real-time cyber threat data, industry analysis, and collaboration tools for improved cybersecurity within the Financial Services Sector (FSS).

 

  • Department of Treasury, Domestic Finance Office of Cybersecurity and Critical Infrastructure Protection (OCCIP) — Subscription to Global Threat Intelligence Data - Treasury is Sector Specific Agency (SSA) for the financial services sector and the Domestic Finance Office of Cybersecurity and Critical Infrastructure Protection (OCCIP) is the organization assigned to perform the responsibilities of the SSA. The role of the SSA is to collect, analyze, and share cyber threat information with Financial Services Sector (FSS) to prevent and/or recovery from cyber threats to the sector and improve the sectors resiliency to those threats. OCCIP requires access to the global threat intelligence data with a platform to reach the public and private customers in the database. This allows OCCIP to efficiently perform its SSA responsibility efficiently communicate cyber threats to the FSS.

 

In other data news, on November 21st, Mondaq published an article entitled Big Data Is Watching You: How The SEC Uses Advanced Analytics To Uncover Violations. This story detailes the significant enhancements the U.S. Securities and Exchange Commission (SEC) has made to its enforcement capabilities, allowing the agency detect insider trading, market manipulation, and off-channel communications.

 

  • The SEC's ability to detect illicit activities is now underpinned by a series of powerful data analytics tools. Central to this effort is ARTEMIS, an acronym for the Advanced Relational Trading Enforcement Metric Investigation System, named aptly after the Greek goddess of the hunt. ARTEMIS allows the SEC to conduct "longitudinal, multi-issuer, and multi-trader" data analyses, transforming what was once a painstaking, manual process into an expedited digital investigation. ”

These services include, but are not limited to, data, verification and authentication of identity, occupancy, ownership, insurance, vehicle, and demographic information for individuals registering for FEMA disaster assistance where a disaster has occurred or been declared.

Real World Data – Data Sources, Platforms, and Services

ARPA-H is seeking information from sources capable of meeting its needs with respect to Real World Data (RWD) to support its mission. ARPA-H is planning procurements to put in place an agile and flexible contracting structure that can aid in the rapid startup of ARPA-H’s research and development (R&D) programs and support ARPA-H’s ongoing strategic planning and assessment of its impact. ARPA-H has needs in four areas with respect to RWD: Data Sourcing for Real World Data Sources (1), Data Management and Analytics Platforms (2), Data Management and Curation Services (3), Project Management (4).

Request for Information: Vehicle Inventory Data File

The U.S. Census Bureau (Census Bureau) in support of the Economic Reimbursable Surveys Division (ERD) is seeking information on how an interested contractor could provide USCB with a universe of all vehicles registered with the Motor Vehicle Administration of each of the 50 United States and the District of Columbia.

Vehicle Wholesale Values

General Services Administration

Valuations are required on a state-by-state basis for all 50 states, the District of Columbia, and Puerto Rico. Wholesale vehicle values must be available through an automated electronic data interface and through manual upload/download retrieval via a web-based portal. The services are to provide a value from which GSA Fleet can determine how well their sales are going as compared to the weighted wholesale prices for each vehicle in the specific locality where they are being sold.

A class justification and approval (J&A) will be accomplished to award a modification to add a Space Joint Targeting Capability (aka Ion Trail) to the Space C2 Data-as-a-Service (DaaS) Platform Contract FA8806-23-C-0001. Ion Trail is pivotal in enabling capabilities for protection of the United States and it’s allies against emerging threats. To ensure USSPACECOM and United States Space Force (USSF) missions are protected, this requirement must be acquired for enhanced battlespace awareness and timely operational command and control for many agency requirements.

Notice of Intent to Sole Source to CB Insights

National Science Foundation

NSF intends to award a purchase order on a sole source basis to CB Insights for access to and use of the CB Insights Platform, an online resource tool providing research and analytics data about the global venture capital and mergers and acquisition markets.

NLETS - System Access

The Government hereby submits a notice of intent to award a sole source firm fixed price contract for NLETS systems user and yearly membership access that match and link multiple open-source databases.

Economic Data and Projections

In general, the FHFA has a requirement for commercial off-the-shelf historical and forecasted economic data. The overall objective is to access and use vendor-supplied: scenario-based economic forecasts, multiple levels of geographical resolution of the forecasts and the supporting historical data, and maintenance and support services. In particular, the FHFA has an additional requirement for commercial off-the-shelf forecasts of, at least, (1) the FHFA Purchase Only House Price Index, (2) the FHFA All-transactions house price indices, and (3) one other, at minimum, House Price Index for baseline and stressed economic scenarios.

Anduril secures $99.7 million contract for Space Force network upgrade

The five-year indefinite delivery indefinite quantity (IDIQ) contract, announced Nov. 21, will integrate Anduril’s Lattice software to autonomously process and distribute data from a global network of military space sensors, replacing legacy systems with a more advanced architecture.

One of the most significant ways IRS-CI is using AI is by leveraging machine learning to analyze vast amounts of data. “Think about the amount of data that we have – from our operational [data] mixed with open-source intelligence – if there’s a way that we can leverage AI to look at all of that to find pattern or to highlight things that are really nefarious or criminal in nature, it just makes us much more efficient in our job,” he said.

Microsoft collaborates with NASA on Earth Copilot, an AI guide to our planet's data

“The vision behind this collaboration was to leverage AI and cloud technologies to bring Earth’s insights to communities that have been underserved, where access to data can lead to tangible improvements,” Minh Nguyen, Cloud Solution Architect at Microsoft, said today in a blog posting about the project. “By enabling users to interact with the data through simple, plain language queries, we’re helping to democratize access to spaceborne information.”

Army targets mission command data as it refines data stewardship roles

As the U.S. Army is refining data stewardship practices by clearly defining who is responsible for the management of data across the service, the current focus is on mission command data as no single entity within the Army has clear ownership over that data. In April, Army Chief Information Officer Leonel Garciga issued the “Army Data Stewardship Roles and Responsibilities” memo, formalizing data management roles and responsibilities across the Army, so there’s “no questions of who does what — it’s you,” said David Markowitz, the Army’s chief data and analytics officer.

This paper assesses how a transformational technology like Artificial Intelligence (AI) can be used by malicious actors to manipulate information and influence election results. It analyses the impact of such activities, and explores ways by which democratic polities can address this challenge. Small Business Research Programs:Agencies Identified Foreign Risks, but Some Due Diligence Programs Lack Clear Procedures

Federal agencies award research and development funds to small businesses through small business research programs. But foreign governments may try to steal their research, which can pose risks to the U.S. Agencies have taken steps to do their due diligence when awarding funds, such as getting more tools to vet business applicants. But some agencies don't have a written process on how to request more in-depth investigations of applicants or how to receive the results. Having documented processes helps ensure agencies can get the information needed to identify foreign risks and make award decisions.

Chief Data Officers Call for Governmentwide AI Strategy

Chief data officers (CDOs) are calling for a more coordinated strategy across the federal government — especially regarding artificial intelligence (AI). President Joe Biden’s Executive Order on AI marks one of the most comprehensive pieces of federal AI guidance thus far, but the incoming administration has expressed plans to revoke that order. As such, data governance will be increasingly critical for security. In September, the Data Foundation released a report intended to guide policymakers on data governance in the age of AI.

Rather than winging it when an unusual health event crops up, health officials take a systematic approach. There are structures in place to collect and analyze data to guide their response.
