Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the FBI’s search for a centralized platform to analyze cellular records, RF signals, and social media geolocation data. By explicitly requiring integration with commercial databases like Whooster and Accurint, this RFI creates a direct opportunity for data vendors to embed their identity and geospatial feeds into federal investigative workflows.

 

  • Department of Justice (DoJ), Federal Bureau of Investigations (FBI) — Cellular Analysis Survey RFI - Communications Data Analysis solution: The FBI has a need to analyze communications data to support their investigations. The FBI seeks a “one suite solution” which can ingest data from any cell provider into a stand-alone platform and combine the data with cell tower information. The solution must Illustrate the active cell tower azimuth. The solution must be able to collect radio frequency signal strength, ingest other geo-location information from other sources, such as google, and integrate this data with the cellular call detail records.

 

In other data news, on January 6th, FedScoop published an article entitled Watchdog IDs anti-fraud measures some federal programs still need to adopt. In this story, Matt Bracken details a GAO audit that found several major federal programs are not fully following OMB’s fraud risk management guidance, leaving billions in grants and awards more vulnerable to waste and abuse. While the FCC’s E-Rate program met all recommendations, initiatives at DOE, HHS, EPA, and Commerce showed gaps in fraud risk profiling, monitoring, and documentation.

 

  • 'Proactively managing fraud risk is critical to facilitate program missions and strategic goals as it ensures that taxpayer dollars and government services serve their intended purposes,' the GAO concluded. 'Until these agencies design and implement these identified requirements and leading practices, they will continue to face an increased risk of fraud, waste, and abuse in the selected programs.'”
