Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the National Institutes of Standards & Technology's request for tools to help assess vendor responsibility as part of federal contracting due diligence. NIST's information needs include firmographic data, corporate experience, contract vehicles, customer references, and any other information that can be used to assess contractor capability and predict corporate responsibility.

Department of Commerce, National Institutes of Standards & Technology — Responsibility Determination Tools - The NIST Acquisition Management Division (AMD) is requesting information from vendors regarding products/subscriptions/services that could be used by AMD to support such vendor responsibility determinations. In particular, AMD seeks to identify potential solutions that can provide awardee, information regarding an entity’s creditworthiness, basic entity information (address, when it was started, etc.), information on any financial delinquencies for the entity.
In other data news, on June 22nd, Wired published an article entitled Docs Show FBI Pressures Cops to Keep Phone Surveillance Secrets. In this story, Dell Cameron describes how the American Civil Liberties Union (ACLU) obtained government records revealing that state and local police are trading silence for access to advanced phone-tracking technologies provided by the FBI. Police departments are required to sign nondisclosure agreements and may drop charges against suspects to protect the secrecy of these technologies, hindering defendants' ability to challenge surveillance legality.

“The idea of prosecutors dropping cases merely to protect word from spreading about the use of an already well-known device is particularly concerning due to the gravity of crimes typically involved in cases where police bother to deploy them. Documents obtained by the ACLU show, for example, that police requested technical assistance from the FBI in May 2020 during a manhunt for a gang-affiliated suspect wanted for multiple murders. 'This is a serious crime and a good use of our assistance abilities,' an FBI official wrote in response to the request.”
