  • Department of Treasury, Internal Revenue Service (IRS) — Research Subscription Licenses - The SBSE Research (SBR) and IT ACIO S&P organizations require three business intelligence research subscription resources to be used by senior analysts to augment related research requests for all projects to acquire assistance with outside research requests and ensure SBR and IT ACIO S&P are informed of external and environmental issues that impact organizational priorities. The contractor shall provide the government with licenses for a business intelligence research platform for the research and gathering of information on market research, demographic and business trends, research organization, communicating (social media, marketing, etc.) and surveys.

 

In other data news, on September 6th, BiometricUpdate.com published an article entitled DCSA rolls out continuous vetting for ‘non-sensitive’ federal workforce. In this story, Anthony Kimery details the Defense Counterintelligence and Security Agency's expansion of continuous vetting to non-sensitive public trust federal workers in order to enhance government-wide trustworthiness. The agency faces challenges in implementing a new IT system for this purpose, relying on potentially vulnerable legacy systems until the full deployment, expected by 2028.

 

  • DCSA intends to be able to provide full enrollment capability for customer agencies by the end of fiscal year 2025, at which point all agencies will be able to enroll their NSPT populations into continuous vetting for alert management, real time threat analysis, and reporting. Agencies will enroll their employees based on internal adoption plans.”

USDA-ERS Purchase of Machinery Equipment Valuation Data

ERS’s main objectives for this data purchase is to conduct in-depth analysis of how equipment and machinery valuations impact reported capital expenditures in USDA data, and the influence that external factors play in price movements in these markets. These external factors include changes in financing costs, commodity cash receipts, and government payments.

Feasibility Study: usability of local authority data for future statistics on unpaid care and/or disability

ONS is seeking to procure a feasibility study on the usability of local authority or commercial data holdings to inform our ambition to create person level data sets, and population statistics on disability and unpaid care for the UK. Little is known about the potential of those data holdings may have to offer to produce statistics on unpaid carers and/or disabled people.

Muzan Trade and Quote Data

Muzan’s TAQ data provides in-depth analysis of intra-day trading, as opposed to open, close, and mid-prices offered by similar vendors.  Additionally, TAQ provides Bid Offers and Asks as well as intra-day trading volume allowing analysis of high frequency trading events and market movement tracking in certain sectors and securities.  OFR users utilize this data to regularly monitor liquidity and financial risk in equity markets.

5150 Labs Subscription License Tool Suite

This is a sole source purchase order to 5150 Labs for a total value of $6,412,172.04.

Analysis of Privacy-Protected Chesapeake Bay Conservation Data

Dept. of the Interior

USGS requires contractor services.to: acquire privacy-protected conservation practice data from the United States Department of Agriculture Natural Resources Conservation Service (USDA-NRCS) and Farm Service Agency (USDA- FSA); process and aggregate conservation practice data to protect producer privacy; provide the aggregated data to Chesapeake Bay watershed jurisdictions in support of their annual reporting needs; and to provide expert insights to the USGS on use of the privacy-protected data for research.

DHS takes next step on research into algorithms and violent online content

The agreement comes as part of the U.S. government’s work in response to the Christchurch Call, which the Biden administration joined in 2021. That initiative, which brings together technology platforms and government leaders, was formed following the 2019 mass shooting in Christchurch, New Zealand, that killed 51 people. The killer targeted two mosques and livestreamed the shootings on the internet. Since the signing of that agreement, governments and online content providers who’ve signed onto the call have increased their focus on the role of algorithms on the internet, according to the posting, calling the pact the Christchurch Call Initiative on Algorithmic Outcomes.

Treasury avoids paying $4B to fraudsters this year in ‘whole of government’ strategy

David Lebryk, the fiscal assistant secretary of the Treasury Department, said on July 16 that Treasury will intercept about $4 billion of fraudulent payments by the end of the year. Lebryk, in a keynote address at AGA’s Professional Development Training summit in Denver, Colorado, said agencies are taking a “whole-of-government” approach to addressing fraud, after scammers exploited emergency COVID1-19 pandemic programs.

NGA Unclassified Data Lake Fosters GEOINT Innovation, Partnership, Collaboration and Interoperability

In 2022, Mr. Deepak Kundal, NGA’s Chief Data Officer, engaged with Congressional staff on the conceptual idea to establish a robust data lake house architecture, marking a pivotal step towards achieving an overarching NGA data strategy objective – fostering an integrated modern data architecture that fosters partnerships and interoperability.

NGA slates $700M for AI data labeling; launches standard model push

NGA gathers imagery from satellites and aircraft, analyzes it, and then disseminates the resultant geospatial intelligence (GEOINT) products (such as 3D maps) to users across the US government. The increasing amount of GEOINT data pouring in from myriad new satellites and other sensor platforms is posing a challenge for the Intelligence Community (IC), he explained. While artificial intelligence systems will help speed analysis, AI visual models first must be taught to accurately recognize military targets and ferret out abnormal activities.

CIA Calls for Industry Help to Mature AI-Driven Cloud Environment

The growing interest in generative AI is because it is far more “intuitive for end users” compared to traditional machine learning approaches, Gallina explained. This has signaled a shift in how the intelligence community approaches data and human-machine learning – especially with the mass amounts of open-source data. Gallina hinted that generative AI will play a larger role in CIA operations in the future.

Governments’ use of digital verification must ensure equal access to services

The report says these “individuals often lack the financial and identity documents, such as bank accounts or passports, that are commonly required for digital verification,” and emphasized that without “targeted interventions, these populations may be unable to access critical services like unemployment benefits, tax records, and social security.”

CivStart launches startup accelerator for AI in government

Sixteen government technology startups this week began a 12-month accelerator program run by CivStart, a nonprofit focused on improving government operations. The nonprofit’s sixth annual program will focus on how the public sector can use artificial intelligence to solve its most pressing challenges, such as cybersecurity, directing residents to municipal services and managing infrastructure.

US, UK, and EU sign the Council of Europe AI treaty

The treaty signed at the Council of Europe focused more in providing “a legal framework covering the entire lifecycle of AI systems,” and “it promotes AI progress and innovation, while managing the risks it may pose to human rights, democracy and the rule of law,” according to a press statement issued after the signing.

Dutch regulator slaps Clearview AI with $33 million fine and threatens executive liability

The Dutch DPA accused Clearview of creating an illegal database with “unique biometric codes” linked to the photos it collected. It also allegedly failed to give people whose faces were in the database sufficient information about how their image and biometric data are used.

Vendor Fraud Is a Growing Problem for U.S. Businesses

What’s especially worrying is that over half (52%) of the respondents reported that they lose over 30% of their total revenue to fraudulent activities each year. While this amount will vary depending on a company’s annual revenue, it could end up leading to millions of dollars in losses a year for larger companies. Together, these findings illustrate why it’s important for companies to make sure they have the right data in front of them before working with and paying vendors.

Singapore unicorn PatSnap to expand AI-powered patent search

She described PatSnap’s AI model as a “specialist” that can help experts in different fields seek more technical information, whereas she said existing services like ChatGPT are more for wider general knowledge. “It’s time for companies with expertise in particular verticals—whether it’s in patents, medicine, or marketing—to start building on top of these language models,” she said.

Army Forces Command, DIU filling AI knowledge gaps

“We have been flirting with a lot of different technologies around the mis- and dis-information space, deep fakes just being one of those very important veins,” said Sarah Pearson, the co-lead portfolio manager for AI and machine learning at DIU. “So if you timestamp that back four years, the sophistication of mis- and dis-information of deep fakes and other altered synthetic media has really evolved. This is one of those areas where AI just took a problem that was already really challenging to wrap your arms around, and it just went up into the right at an exponential rate over the last two years."
