The objective of this contract is to identify and locate individuals who pose a threat to public safety and national security by analyzing data from commercial databases and publicly accessible social media platforms .
Dell Cameron explores this further in an ARS Technica article entitled ICE wants to build a 24/7 social media surveillance team. Her story describes ICE's plans for a program that mines major online platforms, enriches the results with data-broker content (Accurint/CLEAR), applies AI, and feeds the results to Palantir — all under tight 30–60 minute SLAs. While the RFI bars fake profiles and off-network storage, civil-liberties groups cite ICE’s prior sentiment-scanning and spyware deals to warn of overreach and collateral data collection.

“The initiative is still at the request-for-information stage, a step agencies use to gauge interest from contractors before an official bidding process. But draft planning documents show the scheme is ambitious: ICE wants a contractor capable of staffing the centers around the clock, constantly processing cases on tight deadlines and supplying the agency with the latest and greatest subscription-based surveillance software.”
