Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to Data & Analytics companies that share our passion for serving the Public Sector. Our featured items begin GSA initiating market research in an effort to establish a new Blanket Purchasing Agreement (BPA) that leverages vendors on existing Multi-Award Schedules (MAS) to support agencies' efforts to combat fraud and abuse within their supply chains.

  • General Services Administration (GSA), Federal Acquistion Service (FAS) — GSA Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) - The purpose of this acquisition is to establish core, multi-component, supply chain risk illumination tools, with associated professional analytic support services, to help mitigate the risk of high vulnerability to fraud, abuse, and adversarial exploitation of the supply chain. This BPA will allow the DoD and Federal Civilian Executive Branch (FCEB) agencies to holistically screen and vet vendors and underlying supplier networks/affiliated personnel to ensure suppliers are reputable, in good standing, financially and operationally secure, and will not introduce unacceptable risk to the government.

In other data news, on March 8th, Wired published an article entitled The FBI Just Admitted It Bought US Location Data. In this story, Dell Cameron describes how FBI Director Christopher Wray recently acknowledged, for the first time, that the Bureau purchased US location data rather than obtaining a warrant. The reverberations felt from Wray's admission are sure to be significant.

  • 'To my knowledge, we do not currently purchase commercial database information that includes location data derived from internet advertising,' Wray said. 'I understand that we previously—as in the past—purchased some such information for a specific national security pilot project. But that’s not been active for some time.' He added that the bureau now relies on a 'court-authorized process' to obtain location data from companies. ”

Algorithms were supposed to remake the American justice system, but data can discriminate, says Ngozi Okidegbe, an expert on data and the law.

But algorithms can discriminate,” says Okidegbe, associate professor of law and an assistant professor of computing and data sciences at Boston University.
