Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with a U.S. Department of State Sources Sought Notice (SSN) seeking advanced open-source information monitoring and alerting software, leveraging AI and machine learning, to provide near real-time insights on global events.

 

  • Department of State, Bureau of Information Resource Management (IRM) — Real Time Awareness and Alerting Software - This Sources Sought Notice (SSN) is issued as market research to determine industry’s capabilities to provide an open-source information monitoring and alerting tool to support State’s requirements to maintain near real-time situational awareness of global events and emerging trends impacting State missions around the world. The tool shall leverage artificial intelligence (AI), machine learning (ML), Deep Learning (DL), and/or other leading-edge technologies to process publicly available information and provide relevant insights and near real-time alerts of critical events in support of State’s diplomatic security and global crisis management use cases.

 

In other data news, on February 29th , Center for Strategic and International Studies published an article entitled Exploring the White House’s Executive Order to Limit Data Transfers to Foreign Adversaries. In this story, Evan Brown, Caitlin Chin-Rothmann, and Julia Brock describe the White House's Executive Order (EO) to limit outbound data transfers posing a national security risk. The EO, which primarily affects data brokers profiting from bulk personal data collection, places restrictions on many transactions while offering exemptions to prevent interference with the general flow of data across borders.

 

  • The EO directs the Department of Justice (DOJ) to issue regulations restricting U.S. companies from transferring or selling large datasets to “covered persons” who are subject to the jurisdiction of “countries of concern,” which will likely include China, Russia, Iran, North Korea, Venezuela, and Cuba. It also prevents transactions to designated “covered persons” located in third-party countries (such as EU member states) depending on the nature of their relationship with covered countries. ”

Switzerland issues tender for digital ID with $200M budget

A new “center of excellence” for AI, under the leadership of the Rhode Island Department of Administration and the chief data officer, will consult with the Institute for Cybersecurity and Emerging Technologies to create a state code of ethics for AI and predict future trends in the field, the release said. The order also directs a new “data center of excellence” to improve data operations and management and give state leaders greater opportunities to collaborate on data-analysis and data-driven decision making.
