  • Department of Defense, Under Secretary of the Army — PEO EIS ARDAP Army Data Platform 2.0 RFI - The Army Data Platform is part of a larger data ecosystem or Data Mesh. The Data Mesh follows four main principles: Data Ownership by domain; Data as a Product; Data available everywhere, Self-Serve; and Federated Governance. The goal is to provide the right data to the right echelon at the right time. Data will be simplified, authoritative, and fit the decision required. The data is independent of any source system-it is integrated as a 'product' ready for a Soldier or civilian to use the VAULTIS criteria (Visible, Accessible, Understandable, Linked, Trusted, Interoperable, and Secure).

 

In other data news, on November 30th, Federal News Network published an article entitled Naval Intelligence adopting cloud services to sort signal from noise. In this story, Daisy Thornton describes the National Maritime Intelligence-Integration Office's deployment of cloud-native tools to modernize their data management environment and expand their intelligence capabilities. Web-based applications such as SeaVision deploy analytics and interactive visualizations to help analysts identify abnormal maritime behavior, emphasizing the synergy of artificial intelligence and human expertise in their support of their mission to ensure maritime security.

The purpose of this action is to purchase a commercially available database that provides access to many up-to-date multifamily housing rents and occupancy levels updated at least annually in primary, secondary and tertiary metropolitan markets. The subscription service provides data that is essential to completing the short turnaround tasks and analyses required by the Department.

Voter Registration Data

The contractor shall provide the United States Census Bureau (USCB) with complete and accurate voter registration data files as outlined in the below requirement. The contractor shall provide a data dictionary along with the delivery of the voter registration data files. The voter registration data shall be available to the USCB for one year.

Notification of the SEC’s intent to award a sole source purchase order for subscription to private equity data

Securities and Exchange Commission

The U.S. Securities and Exchange Commission (SEC) intends to use the procedures of FAR Part 13.501(a) to award a fixed-price purchase order on a sole source basis to PitchBook Data, Inc. for subscription to private equity data. PitchBook Data Inc. is the only source found to meet the SEC’s requirement because PitchBook’s subscription provides a broader universe of companies and has more data items than what is available in other databases.

Risk.net management subscription from Infopro is a unique searchable database focusing on authoritative information and analysis of risk management issues that are relevant to FHFA’s mission. This database shall include coverage of complex issues such as peer-reviewed papers applicability to financial markets as well as podcasts with leading quants on the most topical issues, and comments from practitioners and the editorial team. 

PitchBook - Online Subscription

Consumer Product Safety Commission

The U.S. Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Pitchbook Data, Inc. for unlimited access to a database with detailed financial information on a select number of private firms. This database includes specific information which is highly relevant to ongoing litigation matters concerning consumer products produced by the firms.

Notification of the SEC's Intent to Award a Sole Source Purchase Order to Total Deposit Solutions, LLC

Securities and Exchange Commission

The Bank Monitor subscription service provided by Total Deposit Solutions analyzes all publicly available financial data reported for all holding companies that are SEC registrants and their respective subsidiaries, as reported to their primary federal regulator as well as assigns ratings of the holding companies, subsidiary banks and thrift institutions and provide for each institution.

Army selects ANDRO to develop advanced machine learning capability

The DeepGenerator award extends the ANDRO AI Innovation Lab’s portfolio of generative artificial intelligence solutions by addressing the key challenge of data scarcity in efficiently training machine learning systems.

REI Systems Wins DOD Contract to Innovate Insider Threat Detection with Advanced Case Management Solution

REI Systems has been awarded a contract from the Department of Defense (DOD)'s Insider Threat Management and Analysis Center (DITMAC) to build a case management service solution on the Salesforce.com platform. This system will offer a more efficient way for DOD staff and the public to report behaviors that may indicate insider threats such as espionage, sabotage, cyberattacks, suicide, or workplace violence.

DOJ Signals Increased Emphasis on Data Analytics to Prosecute FCPA Global Corruption

During her keynote address at the American Conference Institute’s international conference on the FCPA, Acting Assistant Attorney General (AAG) for the Criminal Division Nicole Argentieri announced that the Fraud Section – the DOJ office with principal responsibility for investigating and prosecuting FCPA cases – has a new emphasis on using data analytics to proactively identify potential incidents of foreign bribery and initiate FCPA investigations.

The Department of Homeland Security is leaning into the use of generative artificial intelligence by issuing new guidance on how its workforce should use commercial applications of the technology and experimenting with building its own models, the department’s top IT official told FedScoop.

OMB Floats Data Management Strategy for Better Contracting Push

“The purpose of this Circular is to improve agency access to reliable data and information. Using relevant acquisition data throughout the acquisition lifecycle facilitates successful contracting outcomes,” OFPP wrote in a Federal Register notice on Nov. 17. “This Circular establishes a centralized data management strategy to create robust knowledge and data banks, develop standard data sharing processes, and improve agency access to tools and resources for acquisition-related decision-making.”

AI can shore up federal cybersecurity overwhelmed by data, GDIT says

“There’s overwhelming volumes of data. I think that challenge only gets worse as we progress, because the threat landscape is ever-increasing,” Matthew McFadden, GDIT’s vice president of cyber, said in an interview. “One of the key findings is: How do we help cyber professionals work smarter, more efficiently?
