Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the IRS’s market research on identity protection services to include credit report monitoring, assistance in placing fraud alerts on impacted parties' credit files, and monitoring of public records, websites, and credit applications for compromised personally identifiable information.

 

  • Department of Treasury, Internal Revenue Service — RFI - Identity Protection/Identity Monitoring Services - The government seeks a contract that includes other fraud detection services that monitor additional sources, e.g., internet sites, for compromised data so that an individual is fully protected. The contractor shall provide Identity Protection/ Identity Monitoring, with established appropriate administrative, technical, and physical safeguards to ensure the security and confidentiality of individual credit information and to protect against any anticipated threats or hazards to the credit information which could result in substantial harm, embarrassment, inconvenience or unfairness to any individual on whom information is maintained.

 

In other data news, on November 15th , the law firm of McDermott, Will, and Emory published an article entitled DOJ Proposes Restrictions on Transactions Involving Bulk Sensitive Data. This article discusses a proposed rule, recently published by the Department of Justice in response to Executive Order 14177, which seeks to regulate the transfer of bulk sensitive personal data to countries deemed to pose a national security risk to the United States. Industries such as healthcare and insurance, as well as companies that are involved in international commercial data transfers, are at most risk of impact from the rule.

 

  • The goal of the proposed rule is to protect 'sensitive personal data' from being exploited by a country of concern to harm US national security, particularly if that data is linked or linkable to any identifiable US individual or to a discrete and identifiable group of US persons. As a result, relevant entities would be prohibited from sharing bulk sensitive data with the six countries identified as a threat to national security.”

Microsoft and NASA have a new AI tool to put satellite data at your fingertips

NASA’s copilot aims to make data collected by the space agency, such as information on wildfires and climate change, more accessible to the general public, scientists and educators, and policymakers. The new system lets users ask questions about NASA’s satellite data in plain English, similar to chatting with a virtual assistant.

Commercial Solutions Deliver Digital Signature Management Platforms and Services To Protect DoD Personnel Data

DHS unveils ‘practical’ AI responsibilities for critical infrastructure

DHS today unveiled the new guidance, “Roles and Responsibilities Framework for Artificial Intelligence in Critical Infrastructure.” It proposes a series of voluntary responsibilities for the use of AI in the 16 U.S. critical infrastructure sectors. The responsibilities are divided across five groups: cloud and compute infrastructure providers; AI developers; critical infrastructure owners and operators; civil society; and the public sector. The detailed guidelines touch on a wide range of issues, including cloud environments, AI model and system design, data governance, deployment considerations, and the monitoring of AI use across critical infrastructure.

Musk, Ramaswamy should aim at fraud to improve government efficiency

Agencies need greater incentives to proactively mitigate fraud risks. And the government as a whole needs to improve data access and sharing to strengthen fraud prevention. Senator Slams Gun Industry’s “Invasive and Dangerous” Sharing of Customer Data With Political Operatives

In a letter sent to the National Shooting Sports Foundation on Tuesday, Sen. Richard Blumenthal, D-Conn., questioned the legality of the “covert program” in which firearms manufacturers for years shared sensitive customer information with political operatives. Blumenthal cited a ProPublica investigation that found some of America’s most iconic gunmakers secretly participated, even while the gun industry presented itself as a privacy protector and fought against government and corporate efforts to track firearms ownership.

Biometrics regulation under Trump likely to minimize federal overreach

Galileo Project Releases Commissioning Data on Half a Million Aerial Objects

The Galileo Project Observatory is the first of its kind. Spire Global offloads commercial maritime business for $241 million

Satellite operator Spire Global is selling its commercial ship-tracking business to an analytics provider to invest in other data markets and its hosted payload services. Vienna, Virginia-based Spire Global said Nov. 13 it has reached a $241 million deal to sell maritime customer contracts to Kpler of Belgium, which would also get exclusive rights to sell ship-tracking data from the operator’s satellites to commercial entities and governments worldwide.

Socure calls for US digital identity taskforce, critical infrastructure status

Socure’s open letter to the incoming Trump administration sets out recommendations in the form of five pillars for protecting identity and reducing fraud. General Manager of Public Sector Jordan Burris tells Biometric Update in an interview that the pillars are intended to fit together, with the first setting a foundation for how to orient the other activities. The recommendations start with a request for a Presidential Directive declaring digital identity to be critical infrastructure.
